SUBJECT Request to Authorize the City Manager to Negotiate and Execute
an Agreement wIth VIsta Information Technologies to Provide Design,
Testing and Relocation Planning Services for Telecommunication Systems

INTRODUCTION
ThiS report recommends that the City Council authorize the CIty Manager to negotiate and
execute an agreement with Vista Information Technologies to provide design, testing and
relocation planning services for telecommunication systems In the new Public Safety
BUilding In an amount not to exceed $100,000
BACKGROUND
The design, bid, Installation and relocation oftelecommuf1lcatlon systems and services In
the new Public Safety BUilding IS a critical element of the development of that facility
Working closely With the CIty'S Information Systems staff, the construction team and
project architect, the consultant will Insure that the current and future telecommunication
needs of City staff and operations In the bUilding are met Information Systems staff will
coordmate the consultant's work
DISCUSSION
A Request for Proposal was sent to 20 companies In June 1998 Ten companies did not
respond, two declined to partICipate due to theIr company size and/or resources, and five
responses were Incomplete and were ellmmated Of the three remaining companies, Vista

Information Technologies was found to be the most responsive and competitIve bldderfor
the following reasons
- Experience on projects of Similar scope and size for other mUnicipalities,
- Experience with telecommUnications project and construction management,
- Ability to oversee work performed by cable installation and relocation contractors,
- Ability to test and certify work performed by cable Installation vendors,
- Experience In prepanng and Implementing relocation plans for services and
personnel,
- Locally headquartered personnel, and
- Competitive price
BUDGET/FINANCIAL IMPACT
The cost for the work to be performed Will not exceed $100,000 Funds are available as
part of the Public Safety BUilding construction budget In account 01-730-304-20099-8900-

RECOMMENDATION
Staff recommends that the City CounCil authOrize the City Manager to negotiate and
execute an agreement With Vista Information Technologies for the deSign, testing and
relocation planning services for telecommunication systems In the new Public Safety
BUilding
