SUBJECT Award of ConstructIon Contract to Renovate the CIty CouncIl Chambers
Introduction
This report recommends that the City Council award a construction contract to renovate
the City Hall Council Chambers to Amelco Construction In the amount of 5685,000
Background
DUring the FY 1996-97 budget process. City Council approved funding to renovate the City
Council Chambers On April 15, 1997, CouncIl authorized the City Manager to negotiate
and execute a ProfeSSional Services Agreement with Gruen Associates, to design
modIfIcatIons to the Council Chamber that would Improve accesslbilJty, and make the
Chambers more welcommg and functional The scope of work Included replacmg the
lighting, air conditioning ductmg and controls, and microphones, replaCing Intenor finishes,
replacmg Windows, and Installing a fixed projection screen On February 10.1998, City
Council authOrized the CIty Manager to expand the scope of deslgn work to Include a more
human-scaled dais, Incorporate more effective technology for presentations. Improve the
sound system, and Install a voting system that IS vIsible to the audIence In Chambers and
those vlewmg meetings on City TV

DISCUSSion
A Notice Inviting Bids to construct the Council Chamber Renovation was published on July
18 and 20, 1998 In Los Angeles Times, as well as In four construction Journals BId
documents were sent to SIX women/minority business enterprise aSSOCiations (WMBE)
Bid packages were requested by 17 companies, 8 of which attended the pre-bid Job walk
The City Clerk's Office received 6 sealed bids at the preSCribed time The bids were
publicly opened and read aloud on August 17, 1998
