SR-6-G (125) Ct5Yt fy-()( cf#-13l( .3 'G-- CC~ SEP - 8 1998 EPWM CP AA CF MC SL sm S \sp1552\applan\cc1552 wpd Council Meeting September 8, 1998 Santa Monica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Waive CompetitIVe BIdding and Authorize the CIty Manager to Negotiate a Contract for the Construction of a Portion of the Coastal Interceptor Sewer Introduction ThIs report recommends that the City CouncIl waIve competltJVe blddmg reqUIrements according to Santa MOnica Municipal Code Section 2 24071(d)(3), and authonze the City Manager to negotiate a construction contract for a portion of the Coastal Interceptor Sewer Background The Coastal Interceptor Sewer (CIS) collects sewage from the City of Los Angeles, north of the City limits and, with addItional flows from the CIty of Santa Monica, carnes It to the City of Los Angeles' Hypenon Plant for treatment Many sections of the CIS were damaged by the 1994 Northrldge earthquake and plans are underway to repaIr the damage The Cities of Santa MOnica and Los Angeles are JOintly working on thiS rehabilitation effort, with Santa MOnica serving as the lead agency 1 f.JJ6- SEP - 8 1998 DISCUSSIon Of the 25,600 feet of CIS pIpeline to be replaced. an approximate 1,000 foot section requires partIcularly IntensIve work This 1,000 foot portion of CIS project Includes the construction of a large diameter (between 54" to 60") sewer In Appian Way from Pacific Coast Highway to the Moss Avenue Pumping Station, a new Inlet structure at Moss Avenue Pumping Station, and dual sewer force mains In Appian Way and Seaside Terrace from Moss Avenue Pumping Station to Ocean Avenue At the present tIme, the Moss Avenue Pumping Station must depend upon temporary force main piping which runs at grade between the pump statIon and Ocean Avenue The force main IS normally below the surface, but It was placed at grade In order to construct the structural shell of the pump station Although this IS a necessary part of the overall proJect, there IS a potential Increased nsk of sewage spills The CIty Attorney's Office has concluded that an adequate basIs eXists to Justify waIving the competitive bidding requirements for the construction of the 1,000 foot section of the CIS descnbed above Section 224071 (d)(3) of the Santa MOnica MUnicipal Code provides that the publiC bidding requirements may be waived If. by a 2/3 affirmative vote, the City Council finds that there IS an urgent necessity. and that the publiC health, welfare or safety would be Jeopardized by following the normal public bidding requirements Additional cntlcal benefits will accrue as a result of accelerating the project schedule It will facIlitate the construction schedule for the rest of the CIS, which wIll minimiZe the 2 potential for leaks In the earthquake damaged CIS In addition, It permits construction of the City's Dry Weather Runoff Reclamation FacIlity (DWRRF) without Interference or delay Constructlon of thiS section of the CIS Will last approxImately seven months and WIll have temporary impacts on traffiC, parking, and access to the beach parking lots, as well as to adjacent residences and businesses If construction of thiS section ]s not accelerated, the seven-month construction contract would carry Into the summer of 1999 ThiS schedule would Interfere With high season coastal access It would also Impede access to the apartments at Project New Hope, Immediately adjacent to the Moss Avenue Pumping StatIon Although a number of alternative means have been conSidered to mitigate construction Impacts In thiS area In lieu of accelerating the project. the best approach IS to accelerate construction beginning In the latter part of thiS year ThiS reduces the length of time that the temporary force main IS above grade and aVOids the high season Impacts listed above StaffwJlI return to City CounCil at a subsequent meeting With a recommendation to award a construction contract based on the negotiations BudgeUFlnanclallmpact There are no budget or finanCial Impacts associated With the recommendations made In thiS report since staff Will return to CounCil With the actual recommendation to award a 3 contract Although the exact cost of the work to be undertaken cannot be determined until contracts are negotIated, staff estimates that the cost will be between $2 5 to $2 75 million Recommendation Staff recommends that the City Council 1 Find that due to urgent necessity and protection of public health, welfare and safety bidding requirements be waived for the constructIon of the portion of the Coastal Interceptor Sewer system described In thiS report, and 2 Authorize the CIty Manager to negotiate a contract for the accelerated construction of thiS portion of the Coastal Interceptor Sewer Prepared by CraIg Perkins, EnvIronmental and Public Works Management DIrector Anthony Antlch, P E , CIty Engineer Jack Schroeder, P E Sewer Repair Program Manager Susan Lowell, P E , CIVil Engineer 4
