SR-6-E (135) ~t RM HSG TR.DR F \MERL \SHARE\ADMINISTRA TIVE\REPORTS\CHS SECOND SEP - 8 1998 AMEND STAFF REPORT Council Meetmg September 8, 1998 Santa MOnica, California To Mayor and Members of the City Council From City Staff Subject Recommendation to Increase an EXisting Purchase Order With Comprehensive Housing Services, Inc (CHS) for Prevailing Wage MOnltonng INTRODUCTION ThiS report requests authOrization for the City Manager to Increase the eXisting purchase order, #1850, WIth Comprehensive Housing Services, Inc (CHS) to contmue prevailing wage compliance mOnitoring services to the Multifamily Earthquake Repair Loan (MERL) Program DISCUSSION The U S Department of Housing and Urban Development (HUD) gUidelines require the payment of prevaIlIng wages for constructIon of certain housing projects funded With HUD assistance In May 1996 CHS was selected In a competItive process to mOnitor prevailing wage compliance for the MERL Program CHS IS currently momtorlng four housing projects ThiS proposed change order extends fundmg for additional investigative services for these projects Includmg payroll analYSIS, companson of employees' wntten interviews, and coordination with the general contractors, city attorney and HUO l.E SEP - 8 1998 ~ The City currently has a purchase order, #1850, for prevailing wage mOnltonng wIth CHS for $57,500 The requested mcrease to the purchase order of $22,500, brlngmg the total to $80,000, will complete the remammg prevailing wage mOnltormg BUDGET/FINANCING IMPACT Sufficient fundmg IS available through the Community Development Block Grant (CDBG) Emergency Earthquake Recovery funds from HUD The funds are currently available In account number 19-700-695-00000-4483-00000 RECOMMENDATION Staff recommends that the City Council authorize the City Manager to Increase the eXlstmg Purchase Order, #1850, by $22,500 with CHS Inc for prevailing wage compliance mOnitoring services to the MERL Program Prepared by Jeff Mathieu, Director, Resource Management Department Robert T Moncnef, Housing Manager Jesus M Morales, MERL Program Coordinator 2
