Introduction
ThiS staff report requests that the Redevelopment Agency of the City of Santa Monica
adopt the attached resolution which designates the Redevelopment Agency's authOrized
representatives In dealing With the Callforma Office of Emergency Services (OES) and the
Federal Emergency Management Agency (FEMA)
DISCUSSion
DUring the 1994 Northrldge Earthquake, the City of Santa MOnica experienced extensIve
damage, mcludmg to Parking Structures #7 and #8 located at 1500 4lh Street and 1500
2nd Street A State and Federal disaster area was declared which Included the City of
Santa MOnica The City IS entitled to receive reimbursement authOrized by the Stafford
Act of 1974 (PL 93-288), as administered by FEMA and OES
In order to receive thIS reimbursement, FEMA and OES reqUired the City CounCIl to adopt
a resolution deSignating representatives for purposes of signing offiCial documents Such
a resolution, #8733, was adopted on March 22,1994, and deSignees were Identified to

represent all City-owned properties, Includmg Parkmg Structures #7 and #8. Earlier this
year, DES and FEMA determmed that these parking structures were the legal responsibility
of the Redevelopment Agency at the time of the earthquake, and that the Redevelopment
Agency must submIt a Notice of Interest in applymg for Public AssIstance as a separate
entity The attached resolution desIgnates John Jahl1, Executive DIrector of the
Redevelopment Agency, Susan McCarthy, AssIstant CIty Manager, KatIe Llchtlg, Semor
Management Analyst, and Jeff Mathieu, DIrector of Resource Management as offIcIal
representatIves for the Redevelopment Agency for Parkmg Structures #7 and #8
Recommendations
Staff recommends that the Redevelopment Agency for the CIty of Santa MOnica adopt the
attached resolutIon desIgnating officIal Redevelopment Agency representatives for the
purpose of receivIng reImbursement from the Federal Emergency Management Agency.

REPRESENTATIVES TO SIGN CALIFORNIA
OFFICE OF EMERGENCY SERVICES AND
FEDERAL EMERGENCY MANAGEMENT AGENCY
DOCUMENTS ON BEHALF OF THE REDEVELOPMENT AGENCY
WHEREAS, dunng the 1994 Northndge Earthquake, the City of Santa MOnica
expenenced damage within portions of the City, and
WHEREAS, a state and federal disaster area was declared entltllng the City of
Santa MOnlca to receive reimbursement as authorized by the Stafford Act of 1974 (PL 93-
288) as administered by the Federal Emergency Management Agency (FEMA) and the
CalIfornIa Office of Emergency ServIces (DES), and
WHEREAS, In order to receive reimbursement for Parking Structures #7 and #8,
FEMA requires the Redevelopment Agency to adopt a resolution designating official
representatives of the Redevelopment Agency for purposes of signing official documents,
NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOllOWS.
SECTION 1 John Jahh, Executive DIrector, Susan McCarthy, Assistant City
Manager. Katie lIchtig, Senior Management Analyst, and Jeff Mathieu, Director of
Resource Management, are hereby designated as official representatives for the
Redevelopment Agency of the CIty of Santa MOnica for the purpose of sIgning
Redevelopment Agency documents related to reimbursement by FEMA and OES for
Parking Structures #7 and #8 disaster related expenses.
SECTION 2 The Secretary shall certIfy to the adoptIon of thIs Resolution and
thenceforth and thereafter the same shall be In full force and effect.
