BAGKGROUND
The Gity Charter sect~on regarding Councifinember compensation, adopted in '~946,
pro~ides for $50 per month far Councilmembers In 1957, the charter wa~ amendec! to set

SECTION b02. Co~pensation. The membezs of the
City Council sha~l receive no cQmpensation for
their services as such, but shall rec~ive
reimbursement for necessary travel and other ~
expenses when on official duty aut of the City an
order of the City Council and, in addition, the
Mayor shali receive the sum of One Hundred and ~
Fifty ($~50.00) Dollars per month, which aa~ount
shall be deemed reimbursement aut-of-pocket
expenditures and costs imposed upon him in serving ~
as Mayor, and a~l other members of the City Council
shall receive the sum ~f Fifty ($50.00} Dollars per
month, which amount sha12 be dee~ned to b~
reimbursement far out-of-pocket expenditures and ~

Discussion and Recommendatioa: The current Charter section,
while providing no compensatian as such to Council members, ~
offers them $5D monthly "deemed to b~ reimbursement," in part,
far "costs imposed upon them in serving." ~
Since Santa Monica's Charter, with its ~~reimbursement" limit of ~
$50 per month, was adopted in 1946, the purchasing power of the
dollar has shrunk to less than one-sixth its ~agnitude of that ~
year, and median family incame has multip~i~d more than ~
eleven-fo~d. Depending nn what formula is chosen as a basis for
cost-of-living adjustment, the 1946 stipend would amaunt to at ~
least $330 pez month or as much as $570 a month in today's
dollars. It is no ionger reasonabZa, wa believe, to regard the ~
sum specified in the ~945 Charter as appropriate "reimbursement" ~
for the time and energy requa.red of Councilmembers.

~ The responsibilities of City Coun~il service, as reported in
~nterviews with Z3 past and present meaibers, ar~ the approximate
~ eqszivalent of a haZf-time jab, averaging abaut 23 hours per week.
Council meetings alone consume almost 5 haurs in the a~eraqe
week, and preparation time-study af documents and consultatian
with City employees -- cons~a.med another 4 hours. while these
Councilmembers reported wide variation in the amaunt af time
spent on dea~ing with constituent requests and compZaints, on ~he
avarage, this activity absorbed more than 6 hours each week. Ad
hoc meetings, with City staff, with co~munity groups, and liaison
duties with City commissians, took up another 5 to 5 1/2 hours,
and miscellaneous tasks including correspondence, travel ti~e and
member-a.nitiated pra~ects, was estimated at a further 2 1/2 to 3
hours per week. The lowe~t amount of total weekly time reported
was 11 to ~5 haurs and aome Councilmembers cuatomarily spent
upwards of 30 haurs.
Time cammitments of this scope make City Council service
difficult, if nat impassible, ta reconcile with fu11-time
employment elsewhere. As a result~ in the view of the
~ Comiaission, the opportunity to serve cn City Counci2 is J.imited,
' under the nan-compensation provisions of the current Charter, to
retiress, dependents, the self-employed, ar other gersons
' willing and able to make ~onsiderable financial sacrifices. 5uch
~ constraints on Council memberghfp unreasonably exclude many 5anta
Monicans who miqht render the City valuabZe time and talent,
, General law cities in California specify formulae for. city

cvncerned. Far cities of Santa Manica's si2e, Council salaries ~
cauld be set at any figure up to $600 per month, and the
California State Govern~aent Co~a allows far cost-of-living ~
adjustments of up ta 5$ per annum for subsequent years. Many
~
charter cities in the matropolitan Las Angeles area appear to
have utiZiaed the general law fonaula for cities of their size as ~
a guida~ine in adoptinq their own Council pay scales, although
the largest cities, where council service is deemed more ~
burdensome, pay higher salasies.
~
We asked 15 present and former Council mambers for their views on
appropriate remuneratian Zevels. Those who were now retired from ~
office and thus _able to speak with no prospect of personal gain
~
were almost all agread on a range of $500 to $6D0 monthly.
Several pointed out that Santa Monica's intense and active ~
political culture demanded mare time than would service in the
average city af the same size. ~
Among the 11 mid-sized Southern Califarnia cities we examined in ~
studying compensation and benefit levels, the base monthly salary
ranqed from $1~0 to $1,b25, with a median figure cf $483 and ~
average of $543 per month. ~

jurisdictions, and because the time demands of Council serv'ice in ~

Santa Monica are equivalent to a part-time jcb, the Commission
zecommends removal of Secti~n 602 of the Charter.
_ In lieu of the current Charter provis~ons, the Com~ission
- recommends that the Charter set compensation ce~~ings accarding
^ tc the population-based formu~a for qeneral law cities (i.e. up
r ta $6o0/month), thus allowing the Council to set an initial
figure within that specified range. Should the Council wish to
create different~a~ remuneration for the Mayor, it would have
discretion to do so within the ranqe limit set forth above.
The Commission further recommends that the Cauncil giv~
consideration to develaping a method by which there wouid be some
electoral controls over approving or disapprovinq of any
subsequent increases in compensation above the figure initially
set. Although State ~aw provides for City Councils to increase
their compensation bas~d an CPI factors, we advise against a
' system in which the Council proposes its own pay raises. Such
' procedures, while not unca~+m4n, tend to generate public antipathy
and acrimoniflus debate. Alternatively, an independent commission
' could review remuneration, or recommend guidelines, (such as
CPI-based increases).

Furth~r, since in aur ~udgn~ent, adequate performance in elective
, office is often incompatible with a full-time job elsewhere, past
' and prospective members of City Cauncil have found it and may
find it difticult ta receive or maintain health insurance and
' re~ated benefits.

It is in the City's interest ta see that City Councilmembers,
like any City employee, are aff~rded adequate access to health
and dental care, in order that their performance not be
interrupted ar curtailed by illr~ess. We note that both the Santa
Monica - Malibu Unified School Soard members and the Santa Monica
Community College Trustees have medical insurance coverage.
The Commission requested a survey be made of benefits offerec3
Council members in 11 Southern Ca~ifornia cities, ranging in size
from E1 Segundo ta Long Beach, AlI cities provided city-paid
health insurance contributians ranging from approximately $200 up
to $658 a month (except far an $837 maximum for combined health,
dental, psycha~o~ical and life insurance coverage offered by one
city), Dental coveraqe with a city contri~ution was available in
all 11 citias. With one exception, life insurance was al.so
offered, with benefits rising, in three cities, to $100,000.
In addition to these benefits, about half of these cities
provided their Cauncils with auto allawances - from $I25 to $450
monthly - or with use af city vehicles. In determininq the
benefits available, the city administrators interviewed explained
the benefa.ts extended ta city department heads is often used as a
basis.
We recamm~nd that Councilmembers be extended the same insurance
benefits as the top administrative bargaining unit of Santa
Monica City emplayees, with the exceptian of participation in the
Public Employees Retirement System. Due to differences in
perspectives rela~ed to the issues of benefits and pay, as

~ikelihaod that the electarate may have different positions on

these ~wo issues, we recommend that they be separate ballot

~ divided on the question of term limits for City Council members.

City Cauncil members to three consecutive 4-year te=ms. A
~ smaller group would have left the tenure af inembers to the
discretivn of the electorate an a case-by-case bas~s. Both
supporters and opponent~s of the policy ~ustified their pasitions
as bainq in line with various t~nets of democratic theory and
' tradition.
~ Propanents suggested that the opportunity for more people to
serve an Council would enco~xrage citizens to participate in civic
r life and to serve an boards and commissians as training grounds
~ for Council , This conj ecture is supported by the e~cperience of
at least one city - Kansas City, Missouri - where the election
~ foliowing th~ institution of term limits produced a record number
of Council candidates.
