SUBJECT Recommendation to AuthOrize the City Manager to Negotiate and
Execute an Agreement With Gottfned Technology, Inc to
Implement a Sustainable BUIldIng Practices Design and
Performance Review of the Public Safety FaCIlity
INTRODUCTION
This report recommends that the City Council authonze the City Manager to
negotiate and execute an agreement With Gottfned Technology Inc to
Implement a sustainable design and performance review of the public safety
faCIlity
BACKGROUND
On June 7, 1994, Santa MonIca voters approved the CIVIC Center SpeCifiC Plan
which contains objectives and poliCies stating that new development WithIn the
CIVIC Center comply With the standards Identified in the Sustainable City
Program Sustainable Development GUidelines for new construction which
address the goals and objectives contained In the Sustainable City Program
are being developed, but Will not be completed or adopted by the City CouncIl
until m Id-1998 In the absence of these gUidelines and In response to the time
constraints posed by the need to proceed wrth the preparation of construction
plans, staff contacted Gottfried Technologies Inc, one of the only consultant

firms specializing In providing bUilding design teams with the technical
analysis and expertise required to cost-effectively Incorporate sustainable
bUilding practices Into the design, construction, and operatIon of bUilding
proJects.
DISCUSSION
The Public Safety FacIlity has been desIgned to accommodate and optImIze the
services proVided by the City's Police and Fire Departments To date, function,
cost, and aesthetiCS have been the pnmary concerns for the project The
current design complies with State code requirements, exceeding these
requirements In limited areas such as seismic safety The purpose of
Implementing a sustainable bUilding practices deSign and performance review
of the Public Safety FaCIlity IS to ensure that the value and goals embodied by
the Sustainable City Program, Ie, long-term cost-effectiveness, environmental
sustalnablll1ty, and the enhancement of the community are Incorporated Into
the PublIC Safety FaCIlity ThIS approach wIll also result In SIgnificant cost
savings In the operation and maintenance of the bUilding over time
The Public Safety FaCIlity Working Group, compnsed of the deSign team and
City staff, has been In the process of establishing sustainable bUilding
performance goals and cntena for the Public Safety FaCIlity which should be
addressed dunng the three phases of the bUilding's life deSign, construction
and operatIon. They Identified SIX sustaInable building performance areas.
resource effiCiency, waste minim Izatlon, Indoor environmental quality,
neIghborhood Impacts, project delIvery mechanisms, and bUIlding operations
SpeCifIc performance targets Will be established for each area It IS proposed
that the Gottfned Technology team Will meet With the deSign team In several

one-day seSSions Sustainable bUilding practices which can be cost-effectively
Incorporated Into the facility and which will assist In achieving the performance
targets will be identified through these sessions
Gottfned wIll also participate In the creation of an energy model of the pubhc
safety facIlity whIch WIll compare and evaluate the costs of the current deSIgn
With more energy effIcient deSigns This energy model will gUide the deSign
and specification process for the bUilding's HVAC systems, lighting systems,
WIndow shadIng and glaZIng, ventIlatIon and air d,stnbut,on systems, and
other energy effiCient technologies Gottfned will also perform a life-cycle cost
analYSIS of all proposed sustainable bUilding practices to determine both theIr
feaslblhty and Implementablllty and will provide gUidance to the deSign team on
prepanng specifications for the contractor They Will Identify sources of CQ-
funding for green bUilding practices and for the development of education and
training programs for bUilding occupants and the community
BUDGET/FISCAlIMPACT
The estimated cost for the "Greening of the Public Safety Facll1ty" IS $150,000
Funds In thiS amount are available In CIP account number 01-730-304-20098-
8900-99058
RECOMMENDATION
It IS recommended that the CIty Council authOrize the CIty Manager to negotIate
and execute an agreement With Gottfned Technology Inc to proceed With
Implementation of a sustainable bUilding practices deSign and performance
review of the Public Safety FacIlity In an amount not to exceed $150,000
