INTROQLCTION
This report recammends that the City Councif adopt the attached resolution wh~ch mdicates
the Council's sup~ort for the "Hands Across the Parklands" event planned for April 19,
1998 in recognition of the Santa Mon~ca Mot~ntains National Recreatior~ Area's (SMMNRA)
20th ar~niversary
BACKGROUND
In recognition af this important observance, ~r~ent planners are inviting Santa Monicans to
~oin the effart to form a human chain of 88,DOQ people that vu~ll stretch the enfire, 54-mile
length of Mufholland Highway, from the Hollywaod Overlook fo Leo Carrifio State Beach
in Malibu The e~ent Steering Committee includes representati~es of the Natior~al Park
Serv~ce, Cal~fom~a State Parks and Recreation De~artment and corporate and non-~arofit
sponsors The e~ent has been endorsed by Senators Barbara Boxer and Diane Feinstein
and other public officials Cit~es within the SMMNRA, wh~ch also includes the Santa

DISCUSSION
The City's Open Space Elerrzent, appro~ed in concEpt by the Crty Counc~l in July 1997,
endorses stronger connect~ans to regror~al open spaces, mc~udmg the Santa Manica
Mountains City staff recently attended an all-day workshop sponsored by the SMMNRA
to introduce ~ur~sdictions within the recreational area to a new strategic planning effort and
to in~ite ongoing participat~on in setting long-term directions for the recreat~on area City
staff wi~l part~cipate m this planning effort, consistent with the pohcies set forth m the Open
Space Element
The April "Hands Across the Parklands" e~ent fur~her strengthens the relationship between
the City and SMMNRA by ~nvolv~ng the Santa Mon~ca cnmmun~fy ~n this ane-day event
and by heightening the awareness af residents of the many opportunities the area
pro~ides The City's Recreation and Parks Commission voted unanimously to suppart tF~is
eWent at its October meeting If endorsed by the C~ty Caunal, CEty staff will work w~th event
planners to publECize tF~e e~ent to Santa Monica residents and encourage their
participation
