TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Direct Staff to Prepare Ordinances to Establish the FollOWing Three New Preferential Parking Zones 1) Pearl Street west of Euclid Street, 2) 12ttl Street north of Santa MOnica Boulevard, and, 3) Stewart Street north of PICO Boulevard, and Conduct an Environmental Evaluation INTRODUCTION This report recommends the City Council direct the City Attorney to prepare ordinances for the follOWing proposed preferential parking zones . Pearl Street between Euclid Street and 11th Street . 12th Street between Anzona Avenue and Santa Momca Boulevard . Stewart Street between PICO Boulevard and Kansas Avenue and direct the Planmng staff to conduct an environmental evaluation of the proposed zones DISCUSSION Pearl Street Staff received a petition from residents In the block of Pearl Street between Euclid Street and 11th Street requestmg the establishment of preferential parking In their neighborhood, an area west of Santa MOnica College The proposed zone IS slngle- q-A I'LJaJen family residential The area IS Impacted by non-resident parkers attendIng Santa Monica College The parking analysIs Included a companson of the parking when Santa MOnica College was In full session and again during the summer months The study when the college was In full session indicated that the average occupancy rate between the hours of 700 a m and 7 00 P m on Pearl Street In the 1100 and 1200 blocks was 62%, with the peak occupancy of 86% occurring at 1 00 P m The parkmg Increased from 9% at 7 00 a m to 68% by 900 am, and reached the peak occupancy of 86% at 1.00 pm Occupancy tapered off to 44% by 5 00 p m The study during the summer months Indicated that the average occupancy rate between the hours of 700 a m and 700 P m was 15%, with the peak occupancy of 25% reached at 1 00 pm Occupancy tapered off to 17% at 5 00 p m It was observed by staff during the parking study that the majority of these midday parkers were college students It has also been observed recently by staff, at random times throughout the day, the parking condItions have become worse m thIS area due to the college students To ensure that the parkmg Impact was related to college students, staff made several field checks and observed that young adults, on most occasions with backpacks and/or books, would park on Pearl Street and walk to campus or be observed returning from campus These results mdlcate that the establishment of preferential parking would help address the non- reSident parking IntrusIon m thIS neighborhood 2 Staff has determined that the proposed area should have hours of enforcement consistent With the adJacent college Preferential Parking Zone L, which are "No ParkIng 800 a m to 800 pm. Monday through Thursday. and 800 a m to 500 pm, Friday, Except by Permit" 12th Street Staff also received a petition from residents of 12th Street between Anzona Avenue and Santa MOnica Boulevard requesting the establishment of preferential parking on their street The proposed zone IS pnmarlly multI-family residential development WIth a few single family residences Staff has conducted several daytime and evening field InvestigatIons and observations and have determined that the area IS Impacted by the commercial development along Santa MOnica Boulevard, primarily employees of Claude Short Dodge The parking survey indicates that the average occupancy rate between the hours of 7 00 a m and 7 00 p m In the 1300 block of 12th Street IS 97%, With the peak occupancy of 111 % (indicating vehicles were parked Illegally) extended from 8 00 a m to 11 00 a m and occurnng again at 300 pm Occupancy tapered off from 89% at 6 00 p m to 45% at 7 00 P m It was observed by staff and reported by residents that the majority of these parkers are employees of Claude Short Dodge, parking their personal vehicles and also the overflow vehicles taken to be repaired These results Indicate that the establishment of preferential parking would help to alleViate the parking problem experienced by thiS block of 12th Street 3 Staff recommends the preferential parkmg restrictions be "No Parking, Monday through Saturday, 7 00 a m to 9 00 pm, Except by Permit" Stewart Street A request for preferentIal parking petition was submitted by reSidents of Stewart Street between PIca Boulevard and Kansas Avenue This section of Stewart Street IS prlmanly multI-family reSidential Units with limited off-street parking This area IS adversely Impacted by the commercIal development along P,CO Boulevard, specIfically the 99-cent store on the northeast corner of PICO Boulevard and Stewart Street The limited available on-street parkmg IS used by the employees and patrons of the 99-cent store The entire block between PICO Boulevard and Kansas Avenue has 35 available parking spaces with an average occupancy of 66% between 7 00 a m and 7 00 pm, and a peak occupancy of 83% occurring between 4 00 P m and 6 00 p m Staff recommends "No Parking 8 00 a m to 9 00 pm, Dally, Except by Permit" BUDGET/FINANCIAL IMPACT It IS estimated that approXimately 425 permits Will be purchased by area reSidents In the proposed zones This Will generate approXimately $6,375 00 annually In additional revenue In FY 97/98 Upon adoption of the ordmances establlshmg the preferential parkmg zones, budget revenue account 01-210-415-00000-0029-10000 should be 4 revised to reflect an Increase of $6,375 00 Installation of signs will be done by City crews The department's current budget should be sufficient to finance necessary expenditures Involved wIth postmg these zones RECOMMENDATION It IS recommended that the City Council a) Direct the City Attorney to prepare ordinances establishing three preferential parking zones as outlined In this staff report, and b) Direct the Planning Staff to conduct an envIronmental evaluation of the proposed zones, and c) Upon adoption of ordmances establishing these zones, revise budget revenue account 01-210-415-00000-0029-10000 to reflect $6,37500 In additional revenue from the sale of new preferentIal parking permits Prepared by Suzanne Frick, Director of Planning and Community Development Ron Fuchlwakl, City ParkIng & Traffic Engineer Doug Biagi, ASSOCiate Traffic Engineer 5
