tapered off to 17% at 5 00 p m It was observed by staff during the parking study that
the majority of these midday parkers were college students It has also been observed
recently by staff, at random times throughout the day, the parking condItions have
become worse m thIS area due to the college students To ensure that the parkmg
Impact was related to college students, staff made several field checks and observed
that young adults, on most occasions with backpacks and/or books, would park on
Pearl Street and walk to campus or be observed returning from campus These results
mdlcate that the establishment of preferential parking would help address the non-
reSident parking IntrusIon m thIS neighborhood

Staff has determined that the proposed area should have hours of enforcement
consistent With the adJacent college Preferential Parking Zone L, which are "No ParkIng
800 a m to 800 pm. Monday through Thursday. and 800 a m to 500 pm, Friday,
Except by Permit"

commercial development along Santa MOnica Boulevard, primarily employees of
Claude Short Dodge
The parking survey indicates that the average occupancy rate between the hours of
7 00 a m and 7 00 p m In the 1300 block of 12th Street IS 97%, With the peak
occupancy of 111 % (indicating vehicles were parked Illegally) extended from 8 00 a m

Indicate that the establishment of preferential parking would help to alleViate the parking
problem experienced by thiS block of 12th Street
