SR-6H (36) 6H EPWM CP RG F \EPWM\ADMIN\WPDOCS\STAFFRPT\STORMTRE WPD tWv 2 5 1997 City Council Meeting November 25, 1997 Santa MOnica, Callforma TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Accept PropositIon A Grant Funding and Issue a Purchase Order to Horsley and Witten, Inc I the Sole Proprietor of the StormTreat Urban Runoff Treatment System In an Amount Not to Exceed $63,750 I ntrod uctlon This report recommends that the City Council accept $63,750 of Proposition A grant fundIng and Issue a purchase order to Horsley and Witten, Inc , the sole propnetor of the StormTreat Urban Runoff Treatment System In an amount not to exceed $63,750 Backaround In November 1992, voters approved Los Angeles County Proposition A, the Safe Neighborhood and Parks Act The Act allocated $4 million of grant funds for capital outlay projects to be awarded for the purpose of restoring and Improving the Santa Monica Bay by redUCing the tOXICity anc:llor pollutant load In runoff to the Bay Grant money IS available for capital outlay projects which Will directly lead to a measurable reduction of runoff pollutants On September 10, 1996. the City Council approved a resolution requesting Proposition A grant funding for a pilot program demonstrating the effectiveness of an urban runoff 'IOV 2 5 1997 1 6H .. -- - ----- - pollution abatement system The specific urban runoff abatement system submitted for funding was the StormTreat Urban Runoff Treatment System DISCUSSion The StormTreat Urban Runoff Treatment System IS the only self-contained system that Incorporates sedimentation, filtration, and treatment with vegetation within modular Units Staff Identified eIght locations that could benefit from these Units Including, but not limited to, the City Yard and the Beach Maintenance Facility These locations offer a unique opportunity for a pilot program to test the removal effiCiencies of thIS system for a range of pollutants City staff Will maintain and operate the systems as well as assess the success of the pilot project The City must produce a final report analYZing the project according to grant requirements Ordinance Number 1743 (CCS), Section 5, paragraph 224080 of the Santa MOnica MUniCipal Code, allows exceptions to the competitive bidding process and authOrizes the Issuance of the purchase order to Horsley and Witten, Inc, as the sole manufacturer of a system of thiS type Budget/Financial Impact The total cost for the purchase, installation, and project management of thiS system IS $75,000, With an estimated annual operations and maintenance cost of $1,500 The City IS reqUIred to prOVide a 15% match equaling $11,250 The grant application requested, 2 and the CIty receIved $ 63,750 The match requirements can be met through provIdIng In- kind services such as project management, surveYing, and construction supervision Annual operations and maintenance financing are available In account 31-500-661-00000- 6663-00000 Council approval of the staff recommendation will result In an Increase to revenue account 20-500-661-00000-0609-10000 of $63,750, and the creation of a new CIP appropriatIon of $63,750 In account 20-760-661-20098-8900-99399 Recommendation Staff recommends that the City Council 1 Waive competitive bIdding requirements 2 Issue a purchase order to Horsley and Witten, Inc.
