SUBJECT Recommendation to Approve a Change In Specifications and Scope of
Work and to AuthOrize the CIty Manager to NegotIate and Execute an
Amendment to the Maintenance Services Contract With Come Land
Maintenance Company for additional services at the Santa MOnica Pier
Introduction
This report recommends that the City Council authonze the City Manager to amend the
scope of the maintenance services contract awarded to Come Land Maintenance and
modify the scope of work and specifications for services at the Santa MOnica Pier
(PIer). The negotIated fees for the contract amendment shall not exceed fifty-eight
thousand dollars ($58,000) per annum for the remainder of the three year contract term
Background
On October 22, 1996, the City Council awarded a three year Integrated contract to
Come Land Maintenance Company for maintenance services to be performed at the
Pier and other city locations, specifically, Transportatlon Group and the Llbranes Group
The total contracted amount Inclusive of all locations IS $144,456 per annum, of which
the Pier amounted to $80,456 The scope of services for the Pier Included
mamtenance services for all the common areas of the Pier on a dally baSIS including
weekends and holidays and regularly scheduled cleaning of all Pier restrooms during

the same penods. AdditIonally, the contract reqUIred daily servIce for the Carousel
bUilding and offices and weekly cleaning of all mtenor windows of the bUilding
The portion of the contract applicable to the Pier provided specifications that did not
allow for operational changes caused by revised and enhanced service Intervals, higher
than expected volume of spnng and summer VIsitors to the Pier, and the need to
supplement fixed restroom facIlities with several portable units requIring additional
services not included In the ongmal contract As this IS the first full year of operations of
Pacific Park and the UCLA Ocean Discovery Center, staff were unable to accurately
project the full measure of mamtenance reqUirements that would be necessary to
malntam a clean and healthy environment for both Pier VISitors and tenants
DISCUSSion
The mamtenance speCIfIcatIons have been revIsed, including scheduling, number of
personnel per shIft and routmg frequency of personnel necessary to prOVide an
adequate standard of cleanliness and publiC satisfaction Since the contract for
services mtegrates several City locations, It should be noted that the recommended
changes affect the Pier only The scope of services and contract amounts for all other
locations remam unchanged

The current budget authonzatlon In the Pier Fund in account number 30-620-625-
00000-5501-00000 IS sufficient to absorb the requested Increase to the contract No
additional budget approval IS required
Recommendation
Staff recommends that the City Council approve a change In specifications and scope
of work to the eXisting contract and authonze the City Manager to negotiate and
execute an amendment to the contract with Come Land Maintenance Service In an
amount not to exceed an additional $58,000 per annum for Pier maintenance services
