School`s Blue Ribbon Award Parade
INTROD~JCTION
Tl~e City I~as received a reques~ from W~ll Rogers Elementary School to conduct a
parade, in celebratEOn of their newly acquired status as a National Blue Ribbon School,
on a route flther than the City's authorized parade route (SMMC Section 4.08 580y on
Friday, November 14, ~ 997 The fonow~ng report describes this event and
recommends approval of the alternate route with conditEans established by the City
BACKGR~I~ND
On Octaber 21, 1997, the City's Event Management Tear~ received a request from
Will Rogers Elementary School to conduct a parade on a route ad~acent to the campus
in celebrat~an of therr newly acqurred status as a Nativnal Blue Rrbbon Schoo~.
Staging will begin at 9 30 a.m and wili take place on the Ragers campus The parade,
which will start at 10 00 a m., will beg~n in front af tF~e school's entrance and will
proceed in the street north on 14th Street, west on Pearl Street, south on Euclid, east
an Pine Street, and ~ack to the school where the parade w~ll disband

Partic~pants ~n the parade will include 650 students, 70 teachers and aides, and the
Santa Monica High Schoal Marching Band The organizers plan a half-hour parade
from start to finish, not includ~ng stag~ng trme.
Parade organizers have agreed to 1 y submrt a traffic plan to the Parking and Traffic
Div~sion showing detouring, barricades, etc , for app~oval, 2) rent, install, and remove
barricades and "temporary no parkmg" signs along the parade route, 3S assume the
cost of four Santa Manica police far safety and traffic cor~trol; 5) pro~ide general
liabilrty msurance in the amou~t of ~1,000,000 per accurrence, naming the City of
Santa Mon~ca as add~t~onal ~nsured, and 6) not~fy all the res~dents along the parade
rou#e in writing abaut the parade at least three days in advance.
DISCUSSION
Although the proposed parade route uses two busy streets {Pearl and 14th), staff
believes that w~th an a~praved traffic plan, the praper barricades and sEgnage, and the
recammended police staffing, the parade can be conducted safely The parade will
af#ect one bus raute (Santa Monica crosstawn route #~ 11 that runs every 30 minutes
Transportation Department staff will work clasely with the Pokice to handle bus traffic
safely and eff~ciently along the parade route.
BUDGETJFINANCIAL IMPACT
Paracie arganizer will be responsEble for all e~ent-related costs

RECOMMENDATI~N
Staff recommends that the City Council appro~e the WiIE Rogers Elementary Schoal
Blue R~bbon Parade on November ~ 4, 1997 on #he route described herein, requirmg
parade organizers to bear the cost of all event-related fees and comply with all of the
City's requ~remer~ts

AUTHORiZfNG THE HOLDENG OF A PARADE ON NOVEMBER 14, 1997 ON
A ROLITE ~THER THAN THE OFF1CfAL CITY PARADE RQUTE
WHEREAS, pursuant to Section 4 OS 58D of the Santa Monica Municipal Code,
the City Council may authorize a parade route as set forth herein,
NOW THEREF~RE, TH~ ClTY COUNClL D~ THE CITY OF SANTA MONICA
DOES RESOLVE AS FO~LOWS.

along the following route

SECTION 2. Permissian to conduct the parade Es granted upon the fallowing

a That durat~on of the parade be limited to a maximum of one haf#-hour (not
includ~ng staging time)
b Tha# any ser~ice not pro~ided by the City, such as barricad~ng a~d conmg
of streets, be assumed and paid by the arganizers

c That organizers be responsibie for posting "Temporary No Parking" signs ~
afong the parade route at leas# 24 haurs in ad~ance and remo~~ng them irrtmediately
follow~ng the parade
d That all litter be cleared from the streets and sidewalks imrriediately
following the parade.
e That four (4) Santa Monica police officers be hired for safety and traff~c
control,
f. That residents along the parade route be notified m wnting about the
parade at ieast three days in ad~ance

h That an "Indemnity ar~d Hold Harmless Agreement" t~e executed and
returned ta the Events Off~ce by November 12, 1997
i That General Liabil~ty insurance ~e retained and name the City of Santa
Monica, rnembers of the City Council, baards, commissions, offiicers, agents,
employees, and volunteers as additianal insured.
S~CT14N 3. The City Clerk shall cert~fy to #he adaption of this Resolution, and
