SUBJECT Recommendation for City Council to Adopt a Resolution
Authorizing the City Manager to Submit and Execute the Local
Government Subvention Fund Match Program Grant
Application to the South Coast Air Quality Management District
Introduction
This report recommends the City Council authOrize the CIty Manager to submit and
execute the Local Government Subvention Fund Match Program Grant Application to the
South Coast Air Quality Management District (SCAQMD) The program IS sponsored by
the Mobile Source Air Pollution Reduction ReView Committee (MSRC) The purpose IS to
fund projects which reduce pollution from moblle sources MSRC contributes a 25%
funding match against an agency's AS 2766 subvention funds applied to a qualifYing
project which reduces air pollution from mobile sources Staff Will apply for match funding
of fiscal year's 1997-98 and 1998-99 AS2766 subvention funds to purchase or lease ten
(10) electrical vehicles and a charging Infrastructure
Background
In 1991 the City of Santa Monica adopted Ordinance Number 1587 to Implement locally
the State of California's Assembly Bill 2766 This legislation authOrized the ImpOSition of
an additional motor vehicle registration fee of $2 In 1991 and $4 In 1992 and subsequent

years to fund the Implementation of programs to reduce air pollution from mobile sources
City and county governments desIring to particIpate In the program were required to adopt
and transmit to the AQMD an ordinance which supported the adoption of AB2766 and to
spend fee revenues to reduce air pollutIOn from motor vehicles Ordinance Number 1587
qualifies the City of Santa Monica to receive AB2766 subvention funds
The CIty anticipates receiving $88,000 In AB 2766 subvention funds In fiscal year 1997-98
and $88,000 In fiscal year 1998-99 These funds will be used to purchase and/or lease
electncal vehicles and the supporting equipment necessary to charge them Pnor year AB
2766 funds have been used to fund the Incremental cost of low emiSSion vehicles and for
the construction of the Compressed Natural Gas Fueling FaCility at the City Yards
DISCUSSion
The Local Government Subvention Fund Match Program Will be awarded on a first-come,
first-served basIs, and grant applications Will be accepted until November 15, 1997 If
awarded, the City would be reImbursed 25% of the total AB2766 funds allocated to the
purchase of the electriC vehicles Applicants may apply for two years of match funding for
the reimbursement of projects that Will be completed pnor to June 30, 1999
Budget/Fiscal Impact
Two years of AB 2766 subvention funds, $176,000, will be used for the purchase of
vanous types of electrical vehicles, charging apparatus and any necessary construction

or retrofitting associated with the charging stations for these vehicles Due to the rapidly
evolving electnc vehicle technology, staff will Initially lease up to five vehicles, and then
determine If purchase IS appropnate when additIonal vehicles are acquIred Currently, a
three-year electnc vehicle lease and charging system averages approximately $20.000
If awarded match funding through the Local Government Subvention Fund Match Program,
staff anticipates reimbursement by the MSRC of 25%, or $44,000, of the costs for thiS
program In August of 1999 Ifthls grant IS awarded. the $44.000 revenue will be reflected
In the Fiscal Year 1999/2000 City budget
Recommendation
It IS recommended that City Council approve the attached resolution authonzlng the City
Manager to submit and execute the Local Government Subvention Match Program Grant
Application to the South Coast Air Quality Management Dlstnct for the 25% match funding
of AB2766 subvention funds

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE THE LOCAL
GOVERNMENT SUBVENTION FUND MATCH PROGRAM GRANT APPLICATION TO
THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT
WHEREAS, the City of Santa Momca supports the Implementation of Assembly
Bill 2766 of the State of California authorizing the Imposition of additional motor vehicle
registration fees to fund programs which reduce aIr pollutIon from mobile sources pursuant
to the provIsions of the Callforma Clean Air Act of 1988, and
WHEREAS, the MobIle Source Air Pollution ReductIon ReVIew CommIttee (MSRC)
of the SCAQMD Will contribute a 25% funding match against AS 2766 Subvention Funds
applied to city and county projects whIch meet speCified requIrements through the Local
Government Subvention Fund Match Program on a first-come, first-serve baSIS dunng
fiscal years 1997-98 and 1998-99, and
WHEREAS, the purchase of alternative fuel and electnc vehicles IS considered a
qualifYing project by the Local Government Subvention Fund Match Program, and
WHEREAS, the City Will enter Into an agreement With the SCAQMD for the
reimbursement of match funds upon completion of eligible programs,
NOW, THEREFORE, the City CounCil of the City of Santa MOnica does resolve and

proclaIm as follows
SECTION 1 The submittal of a grant application to the South Coast Air Quality
Management Dlstnct for the Local Government Subvention Fund Match Program for FY
1997 -98 and FY 1998-99 IS authorized
SECTION 2 The use of any and all awarded subvention match funds for the
purchase and/or lease of a minimum of ten (10) electnc vehicles and charging stations for
vanous City departments IS authonzed
SECTION 3 The City Manager, or deSignee, IS authorized to execute In the
name of the City of Santa MOnica all necessary applications, contracts, payment requests,
agreements and amendments thereto for the purpose of secunng grant funds, and to
Implement and carry out the purposes specified In the grant application
SECTION 4 The City Clerk shall certify to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
