SR-6F (43) Ct-nfracf-4t 0B2-?J ccs G,F OCT 2 8 1997 EPWM CP AA RS SL"sm S \sp1642\cc1642rwpd Council Meeting October 28, 1997 Santa MOnica, California TO Mayor and City Council FROM CIty Staff SUBJECT Award of Contract to Construct a Central Irngatlon Control System Introduction This report recommends that the CIty Council award a contract to Soltis, the lowest responsible bidder, In the amount of $290,975, for the construction of a centrallrngatlon control system In fulfillment of the City of Santa MOnica's Integrated Central Irngatlon Control System Partnership Backaround In February, 1995, the City and the Metropolitan Water District (MWD) entered Into an agreement to conduct a feasibility study to retrofit eXisting park sites With a central Irrigation computer control system and to form a multi-agency partnership (City of Santa MOnica Parks DIVISion and Woodlawn Cemetery, Santa MOnlca/Mallbu Unified School District and Santa MOnica College) to participate In the water conservation project The City IS serving as lead agency for the deSign and Implementation of the project The purpose of the project IS to allow participants to receive upgraded and effiCient Irrigation systems resulting In operational effiCienCies 1 (,1= OCT 2 8 1997 As a result of the feasibility study, the City submitted a proposal to the MWD for Integrating water management Into Its Irrigation controls and procedures, reducing water consumptIon and maintaining landscape qualIty within the partners' service areas The central control system will link a central operating system to 29 park, school, cemetery and roadway median sites uSing radio-controlled, computerized IrrigatIon controllers The sites Will be automatically controlled for maximum water savings and optimal water release for the type of landscaping In December, 1995, the City and MWD entered Into a second agreement which deSignates the City as lead agency to evaluate and interview prospective manufacturers, select and Install a system, train key staff In the partnership, track water use on a weekly baSIS and evaluate the results Bid Packaae The Notice InViting Bids was published In The Outlook on August 22 and 23, 1997 The Notice InViting Bids, along with the plans and speCifications, was also sent to four construction Journals, and to SIX women/minority bUSiness enterpnse (WMBE) aSSOCiations Bidding packages were requested by five contractors and equipment suppliers The City Clerk's Office received and read three sealed bids on September 25, 1997 The bid results were as follows 2 - 1 Soltis $290,975 2 Nakae & Associates, Inc $305,000 3 Tapuz Enterprises, Inc $415,258 City Engineer's Estimate $300,000 - 325,000 BudaeVFlnanclallmcact - - The total cost of this Irrigation efficiency project IS $379,160, With MWD contributing 50% or a maximum of $189,580 and USSR contributing 40% or a maximum of $151,664 These contributions Will be made on a bl-monthly reimbursement basIs as a transfer credit on MWD's water service billings to the City of Santa Monica CONSTRUCTION FUNDS REQUIRED Contract $290,975 Contingency 33,000 TOTAL FUNDS REQUIRED $323,975 3 Funds are available In CIP account number 25-760-662-20095-8900-99795, Irrigation EffiCiency Program RecommendatIon Staff recommends that the City Council 1 Award a contract to construct a Central Control IrrigatIon FacilIty to SoltiS, the lowest responsive bidder, In the amount of $290,975, and 2 Authorize the City EngIneer to Issue any necessary change orders to complete additIonal work In conformance with the AdministratIve Instructions on change orders Prepared by Craig Perkins, Director of EnVironmental and Public Works Management Anthony Antlch.
