SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract ModificatIon with Arthur D Little, Inc to Conduct Additional
EnvIronmental SeNlces at the TransportatIon Yard
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate and
execute a contract modification with Arthur D little, Inc to conduct additional
environmental Investigation, mOnitoring and cleanup services at the City's Transportation
Yard
BACKGROUND
On June 27, 1995 Council authorized the City Manager to negotiate and execute a
contract wIth Arthur D little, Inc to provide environmental assessment and cleanup
services at the Transportation Yard As the project proceeded, additional areas of
contamination were discovered which necesSitated an Initial contract modification to
expand the scope of services to characterize these areas As a result of thiS assessment
work, a remedIal action plan which addresses the Identified areas of concern has been
reviewed by the Regional Water Quality Control Board

DISCUSSION
A second contract modifIcation IS requested to fund cleanup of the newly Identified
areas of contaminatIon to address minor changes requested by the RegIonal Water
Quahty Control Board In the remedial action and mOnitoring plan proposed by the City,
and to conduct an assessment of one additional area In the northwest corner of the
Transportation Yard The eXlstmg contract Will fund the first year of monitoring and
operation of the remediation equIpment In the areas currently known to require clean
up
BUDGET/FINANCIAL IMPACT
Funds are available for the contract modification In the amount of $78,400 In the
Transportation Capital Improvement Program account #41-750-657-20098-8900-
99107
RECOMMENDATION
Staff recommends that the City CounCil authorize the CIty Manager to negotiate and
execute a contract modification not to exceed $78,400 With Arthur 0 Little, Inc to
prOVide additIonal environmental assessment, mOnitoring and cleanup services at the
Transportation Yard
