SUBJECT Recommendation to Approve Alternate Route for U S Constitution Day
Parade on September 19. 1998
INTRODUCTION
The City has received a request to conduct a parade on a route other than the City's
authOrized parade route (SMMC Section 4 08 580) forthe 5th annual U S ConstitutIon Day
Parade to be held on Saturday, September 19,1998, from 1000-11 15 am Thefollowlng
report describes thiS event and recommends approval ofthe alternate route With conditions
established by the City
BACKGROUND
On March 20, 1998, the City's Event Management Team received a request to hold a
parade on Main Street to celebrate the slgnmg of the U S Constitution The event
organizers hope to promote and Instill the prinCiples of the Constitution In youth
Stagmg Will begin at 8 00 a m and Will take place In the southbound lane of Main Street,
m the area that begms at Colorado Boulevard and ends Just north of the CIVlcAudltonum
The northbound lane of Main Street Will remain open to accommodate publiC access to the
CIVIC AuditOrium The parade, which Will start at 1000 am, Will begin Just north of the
entrance to the CIVIC AuditOrium parking lot and Will proceed south on Main Street, west
on Marine across Neilson Way, north on Barnard Way, and Will disband atthe south beach

parking lot (2060 lot) Parade particIpants will obey all traffic rules and regulatIons as they
walk, on the sidewalk, to the Santa Monica Hentage Museum for lunch Parade organizers
Will be responsible for rentmg, Installmg. and removing barricades and "temporary no
parking" signs along the parade route CIVIC AuditOrium staff Will place and remove the
barricades In the staging area The organizers plan a one hour and 15 minute parade from
start to finish, not including staging time
The U S Constitution Day Parade Committee has requested that the City once again
underwrite the costs for Police services
DISCUSSION
Although the parade route Will significantly Impact local residents, traffic, and translt-
dependent Citizens, the City has taken several steps to ensure that the parade IS as safe
and manageable as pOSSIble Residents In the Sea Colony complex and the neighbOring
Neilson Villa Apartments, a senior Citizen apartment building, may be inconvenienced
briefly as the parade passes the driveway entrances to both bUlldmgs on Barnard Way
The event organizer Will be reqUired to notrfy the reSidents about the potential
mconvenlence Four Santa MOnica Big Blue bus routes and two MTA routes
(approximately 50 Santa Monica bus trips) Will be affected by the recommended parade
route These bus lines, which normally run on Main Street. Will have to be moved to
Neilson Way to accommodate the parade Bus lines crossing Manne Street at Neilson
Way and lines crossing Mam Street at PICO Boulevard Will have to walt for a reasonable
break In the parade In order to cross the Intersection The parade Will require the

deployment of 12 officers to handle traffic and crowd control As In the past, the cost of
police services (approximately $3150) Will be underwritten by the City
BUDGET/FINANCIAL IMPACT
City costs for the requested route are estimated at $3,150 Adequate funds are avaIlable
In department budgets to cover these costs No additional appropriations are needed
RECOMMENDATION
Staff recommends that the City CounCil approve the U S Constitution Day Parade on
September 19, 1998, on the route deSCribed herein. requIring parade organizers to limit Its
duration to one hour, 15 minutes (not including staging time), Including frequent traffic
breaks for bus crossing

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 19, 1998, ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 4 08.580 of the Santa MOnica MUnicipal Code,
the City CounCil may authorlze a parade route as set forth herem,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1 That on September 19, 1998, at 10 00 a m partiCipants In the
U S Constitution Day Parade are authorized to conduct a parade along the following
route
Staging to take place In the southbound lane of Main Street between Colorado
and the "Chain Reaction" sculpture north of the CIVIC Audltonum and proceeding south
on Main Street, west on Manne Street, across NeIlson Way, north on Barnard Way to
disband In the south beach parking lot (2060 lotl Parade partiCIpants will obey all
traffIC rules and regulations as they walk on the Sidewalk to the California Heritage
Museum for lunch.

SECTION 2 Permission to conduct the parade IS granted upon the followmg
conditions
a That parade units may not be brought to the stagmg area, southbound
lane of Mam Street between Colorado and the "Cham Reaction" sculpture, prior to
8 00 a.m on Saturday, September 19, 1998
b That amplified sound IS not permItted before 8 00 a m
c That duration of the parade be limited to a maximum of one hour, 15
minutes (not including staging time), Includmg frequent traffiC breaks to allow buses
and other traffiC to cross the parade route
d That any service not proVided by the City I such as barricading and coning
of streets and posting of directional signs, be assumed and paid for by the organrzers
e That organizers be responsible for postmg "Temporary No Parking" signs
along the parade route at least 24 hours In advance and removing them Immediately
follOWing the parade
f That all litter, horse droppmgs, and directIonal signs be cleared from the
streets and Sidewalks Immediately followmg the parade
g That the parade disband at the south beach parking lot (2060 lot)
h That an "Indemnity and Hold Harmless Agreement" be executed and
returned to the Events Office by August 28, 1998
That If General Liability Insurance IS retained It Will name the City of Santa
MOnica, members of the City CouncIl, boards, commiSSions, offIcers, agents,
employees, and volunteers as additional Insured
SECTION 3 The CIty Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be In full force and effect
