SUBJECT Recommendation to Award a Purchase Order to FATS. Inc for the Purchase
of One Firearms Training System SImulator
Introduction
This report recommends the purchase of one firearms training system SImulator from
FA T8, Inc In the amount of $62,000 00, Including applicable sales tax
Backaround
Several years ago the Police Department purchased an Interactive Computer Aided
Training system (ICAT) which utilizes video/audio projection equipment and a large screen
for various traIning scenarios that are done on Jaser dISCS ThIs type of trainIng IS
extremely benefiCial In that officers can be assessed and tramed In situations that mayor
may not require deadly force
The ICAT system has detenorated over the last two years and IS not user frrendly FATS
(Firearms Training System) and ICAT were the only two companies who manufactured
this type of equipment and ICAT was bought out by FATS, Inc m 1997 FATS, lnc IS
unable to effectively support ICAT customers because no new equipment, parts or diSCS
are bemg made

The new system will provide more training scenanos and perform with Increased reliability
In addition, the new system provides the capability for custom scenarios produced by City
staff The eXisting ICAT system Will be traded In to FATS, Inc The trade-In value
($48,000) IS Included In the total cost of the new system
Ordmance Number 1743 (CCS) , Section 5, paragraph 224080 (i) of the Santa MOnica
Municipal Code allows exception to competItive blddmg when services are purchased from
a sole provider Staff has evaluated the quote submitted by FATS, Inc and finds that It
meets City speCifications

Fiscal Year 1997-98 appropnatlon authOrity for this purchase IS In the Capital
Improvement Budget, account number 22-730-304-20097-8900-99537, "MIscellaneous
Grants"
Recommendation
It IS recommended that the award be made to FATS, Inc for the purchase of one firearms
trammg system sImulator In the total amount of $62,000 DO, including applicable sales tax
