SUBJECT RecommendatIon to Authorize the City Manager to Negotiate and Execute
a Contract with Carrera Consultmg Group for Technical Services for
ImplementatIon of the City'S Human Resources/Payroll System
INTRODUCTION
ThIS report recommends that the CIty CouncIl authorize the CIty Manager to negotIate and
execute a contract with Carrera Consulting Group for technical services for Implementation
of the City's human resources/payroll system
BACKGROUND
The City IS In the final stages of Implementing the PeopleSoft Human Resources and
Payroll System The Council previously authorized resources for expert assistance to
complete the project Because the number of public and private sector agencies choosmg
thIs system has grown substantially, experts are In demand and It has been difficult for the
City to secure consultants with the necessary experience
Carrera Consulting Group, a member of the People8oft Global AI/rance, has proVIded a
proposal to complete the City's installation by October 1, 1998 for a fixed fee not to exceed
$550,800 A team of qualified Carrera professionals has Just completed a project at the
City of Los Angeles and IS available to start Immediately

DISCUSSION
Human resources/payroll IS an essential element In the City's financial and management
Information systems and timely Implementation of the baSIC and enhanced functions that
PeopleSoft provides IS Important Carrera's fee IS reasonable for the work to be performed
based on the PeopleSoft Installation experience of other public agencies The fixed fee
arrangement IS preferable to time and materials arrangements proposed by other
consultants whIch make ultimate project costs difficult to project
BUDGET/FINANCIAL IMPACT
Funds for these services are Included In the current fiscal year budget at account number
01-710-223-20096-8900-99501, and In the FY 1998-99 CIty budget at account number 01-
710-223-20099-8900-99501 upon adoption
RECOMMENDATION
It IS recommended that the City Council authOrize the City Manager to negotiate and
execute a contract With earrera Consulting Group for technical services to Implement the
City's human resources and payroll system
