Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a professional services contract for the design of repairs with Zeballos+Smulevlch
Architects m an amount not to exceed $150,000 for the Parks Facilities Maintenance
Program for City Parks, Years 2 and 3

Smce FY 1996-97. the City has had a comprehensive program to maintain City-owned
properties The FaCIlity Maintenance Program mcludes code upgrades and deferred
maintenance In City bUildings and parks Part 1 of the program addresses various City
bUildings and associated facIlities and IS covered under a separate contract Part 2 of the
program addresses City park properties
The scope of Part 2 mcludes repairs at 16 park Sites including Ashland Park, Barnard Way
Park. Clover Park. Crescent Bay Park, Goose Egg Park, HotchkiSS Park, Joslyn Park,
Lincoln Park. Los Amlgos Park, Marine Park, Memorial Park, Ocean View Park, Ozone

Park. PalIsades Park and the Senior RecreatIon Center, Stewart Street Park, and Vlrgmla
Avenue Park Work at these locations will Include patching and painting, masonry,
concrete and asphalt repair, Irrigation system repaIr or replacement, fencing, and
playground equIpment repair and replacement The cost of the Improvements IS
estimated to be $1,460,000

A Request for Qualification (RFQ) was Issued on Apnl 22, 1998 to 15 firms Two
responses were receIved by May 7, 1998 and reviewed by a committee which Included
representatives from Community and Cultural Services and the Public FacIlities
MaIntenance and CIvil Engineering DIVIsions of Environmental and Public Works
Management
The review committee interviewed the two firms on June 2, 1998 and unanimously
recommended the firm of Zeballos+Smulevlch Architects Their prevIous work
demonstrates theIr ability and expertise In various aspects of bUilding and park
maintenance. environmental concerns, and ADA compliance Some ofthe recent proJects
Include the remodel and landscape reVISion of the Carson Shopping Center and for the
City of Santa MOnica, the remodel and code upgrades of Joslyn Hall, Parking Structures
1-6 Improvements Project (Phases I and II), and FaCIlitIes Maintenance - Various CIty
Parks (Year 1) All references reported that the consultant's work was satisfactory

Recommendation
Staff recommends that the City Council
1 Authorize the City Manager to negotiate and execute a contract with
Zeballos+Smulevltch Architects for an amount not to exceed $150,000 for the
desIgn of repaIrs to the FacIlitIes Mamtenance Program, City Parks, Years 2 and
3
2 Authorize the City Engmeer to Issue any necessary change orders to complete
additional work In conformance with the Administrative Instructions on profeSSIonal
services change orders
