Inc ,the lowest responsible bidder, In the amount of$1,184,510 to complete facIlIty upgrades and maintenance Improvements to vanous CIty-owned parks throughout the City of Santa Monica and to authorize the City Manager to negotiate and execute a profeSSIonal services contract with the partnership of E W Moon, Inc, and O'Brlen- Kreltzberg, Inc. for construction management services for the same project In an amount not to exceed $200,000 Background Since FY 1996-97. the City has had a comprehensive program to mamtaln City-owned properties The FacIlity Mamtenance Program Includes code upgrades and deferred maintenance In City bUildings and parks 1 to- J JUN 2 3 III The scope of work for the FacIlities Maintenance Program IS divIded Into two parts Part lis the Facility Maintenance of various City bUildings and IS addressed under a separate contract Part 2 of the program addresses City park properties Part 2 of the FacIlity Maintenance Program Includes repairs atAshland Park, Beach Park #1. Clover Park. Crescent Bay Park, Douglas Park, Goose Egg Park, HotchkisS Park, Joslyn Park, Lincoln Park, Los Amlgos Park, Marine Park, Memorial Park, Ocean VIew Park, Ozone Park, Palisades Park, Stewart Street Park, Schader Park, and VirginIa Avenue Park Work at these locations Will Include ADA (Amencans with Disabilities Act) and Title 24 Improvements and general maintenance repairs Including concrete repair, repainting, plumbing and mechamcal systems repair, door replacement, Irrigation system repair, bench renovation and replacement, and Installation of new ball-court surfaces and lighting On March 24, 1997, City CounCil awarded a deSign contract to Zeballos + Smulevlch Architects to prepare draWings and construction documents for FY 1996-97 parks Improvements (Year 1) These bid documents are now complete The constructIon contract Includes ADA and Title 24 Improvements such as bathroom tlxture replacements, light SWItch and hardware adjustments, and modIfying play equlpments and paths General maintenance repairs Include concrete repair, repainting, plumbing and mechanical systems repaIrs, door replacement, Installation of new floor finishes, and guardrail repair 2 -- --- ---- --- ------------ DISCUSSion A Notice I nVltmg Bids for the construction contract was published on April 25 and April 27, 1998 In the Los Angeles Times Bid documents were sent to SIX women/minority bUSiness enterprise aSSOciations (WMBE) Bid packages were requested by mne (9) contractors The City Clerk's office received three (3) sealed bids which were publicly opened and read aloud on May 28, 1998 by the Deputy City Clerk The bid results for the base bid were Art Deck Construction, Inc $1,184,510 Alfa 26 Construction Company $1,196,802 Geoscene Landscape $1,350,669 City Engineer's Estlmate $1,200,000 Art Deck Construction I Inc, was determined to be the lowest responsible bidder Representatives from seven current or recently completed projects were contacted and all reported that the contractor's work was satisfactory Other public faCIlity projects Include San Dimas and Mendenhall\Glen Rockey Correction FaCIlities for the County of Los Angeles, and Vera Elementary and Chandler Elementary Schools for the Los Angeles Unified School District The State Contractors' License Board verified that the contractor's license IS current, active, and m good standing The constructIon management Request for QualificatIons (RFQ) was Issued on March 23, 1998 to nme firms Three responses were received by the deadline and reviewed by a committee which Included representatives from Commumty and Cultural Services, and the Public FaCilities Maintenance and Engmeerlng DIVISions of EnVironmental and Public 3 Works Management The review committee conducted interviews on May 27, 1998 The review committee unanimously recommended the firm of E W Moon, Inc r + O'Brien Kreltzberg. Inc Their qualifications and prevIous work demonstrate theIr ability and expertise In vanous aspects of construction management for public works projects Some of the recently completed projects Include work for the Alameda COrridor Transportation AuthOrity.
