SUBJECT Award of Contract for the 1997-98 Federal Street Resurfacing Project # 1
to Sully-Miller Contracting Company
I ntrod uctlon
This report recommends that the City Council award a contract for the construction of the
1997-98 Federal Street Resurfacing Project # 1 to Sully-MIller Contracting Company, the
lowest responSible bidder, In the amount of $440,634 The locations ofthe project are 6th
Street, from Wilshire Boulevard to Arizona Avenue, and Ocean Park Boulevard, from
Lmcoln Boulevard to 14th Street
Background
Each fiscal year, the City Council authorizes the Implementation of street Improvements
Identified by the Department of EnVironmental and Public Works Managementforthe year
including street resurfacing, slurry sealing, and repairs to curbs, gutters, curb ramps, bus
pads, and sidewalks The pnorlty projects for the year are selected from among those
streets that rank high m the hierarchy of warranted street repairs outlined In the Pavement
Management System Report ThiS report has been required since 1989 to qualify for
federal funding and IS updated annually It ranks the condition of all streets, sidewalks,
curbs, and gutters In the City DUring the annual on-site inspection of these prlonty

locations, staff further evaluates streets for type and schedule of repair by age, surface
and subsurface conditions, complaints received, type of use (I e , commercial, Industnal
or residential), current traffic volume, and projected change of use or volume
Two streets scheduled to be paved In the 1997-98 project, 6th Street from Wilshire
Boulevard to Anzona Avenue and Ocean Park Boulevard from llncoln Boulevard to 14th
Street, are eligible for federal funds avaIlable that year Subsequently, these streets were
omitted from the City's General Fund project and mcluded In a separate project utlllzmg the
federal funds
Every effort IS made to repair and recycle eXlstmg pavement rather than unnecessanly
Incur the expense of total pavement replacement These streets Will be resu rfaced by
heating and sconng the top one mch of thickness, addmg 011 to rejuvenate the pavement,
and then applYing an overlay With rubberized asphalt One of the benefits of uSing the
rubberized asphalt means that approximately 7,000 old tires WIll not be placed In a landfill
DISCUSSion
The Notice InViting Bids was published In Los Angeles Times on May 30, 1998 and June
1, 1998 A Notice I nVltlng Bids, along With the plans and speCifications were also
submitted to four construction Journals, and were sent to SIX women/minority bUSiness
enterpnse (WMBE) aSSOCiatIons Bid packages were requested by four contractors The

City Clerk's Office received two sealed bids, which were publicly opened and read aloud
on June 23, 1998, by the Deputy City Clerk The base bid results were as follows
1 Sully-Miller Contracting Company $ 440,634 00
2 Excel Paving Company $ 477,26775
City Engineer's Estimate $ 400,000 00
The lowest bidder, Sully-Miller Contracting Company, supplied the CIty with the names of
recent similar projects. City staff contacted representatives of several projects Including
the City of Long Beach, the County of Los Angeles, Caltrans, Culver CIty, and the CIty of
Gardena Projects for those organizations Include street pavIng on an annual street
resurfacing project (City of Long Beach), street pavmg on Temple Avenue (County of Los
Angeles), freeway paving on the Route 60 and Route 215 Interchange (Caltrans), street
pavmg on Culver Boulevard (Culver City), and street paving on Redondo Beach Boulevard
(City of Gardena) All references reported that the Contractor's work was very good Sully-
Miller Contracting Company has also completed several projects for the City of Santa
Monica IncludIng the 1990,1991, and 1992Annual Street Resurtacmg Project Thelrwork
for the City has been very good The State Contractors' LIcense Board verified that the
Contractor's license IS current, active, and In good standing

IS tYPically used for gas tax revenue, to a 20 account which IS used for g rant fund revenue

RECOMMENDATION
Staff recommends that the City CouncIl
1 Award a contract for the construction of the 1997-98 Federal Street ResurfaCing
Project # 1 to Sully-Miller Contractmg Company, the lowest responsible bidder, m
the amount of $ 440,634 00, and,
2 Authorize the City Engineer to Issue any necessary change orders to complete
additional work In conformance with the AdmInistrative Instructions on change
orders
3 Approve the budget changes as deSCribed In the Budget/FinanCial Impact section
of thiS report
