At its meetmg on December 2, 1997, the G~ty Council directed the City Attorney to
prepare ardinances establishing preferential parkmg zones on Pearl Street between
Euclid Street and Eleventh Street, and Stewart Street between Pica Boulevard and
Kansas A~enue In response to this directian, the accornpanying ordinance has been
prepared and is presented to the City Councd for Gts considera#ion

The ardinance adds Section 3 08 520 ta the Santa Monica Municipal Code establishing
Pr~ferential Parking Zone NN on Pearl Street between Euclid Street and Eleventh
Street Parkang in Zone NN will be prohib~ted between the hours of 8 00 a m and 8 40
p m on Monday thraugh Thursday, and from 8 00 a m to 5 OD p m on Friday, except
by pe~mit T~is propased zone is ad~acent to the college preferential park~ng zone and
is proposed to have the same parki~g restrictions The proposed restrict~ons are
cons~stent w~th the req~est o€ #he res~dents All ather prov~s~or~s applrcab~e ta

WHEREAS, the Parking and Traffic Engineer has receroed a petitions
request~ng establ~shment of preferer~tial parkir~g zones or~ Pearl Street betwean Eucl~d
Street and Eleventh Street, and Stewart Street between Pico Baule~ard and Kansas
Avenue, and
WHEREAS, the petitions have ~een verified to be signed by residents living m
two-thirds of the dwelfing ~anfts comprisRng not less than fifty percent {50%) of the
developed frontage o# the praposed preferential parking zane, and
WHEREAS, the Parking and Traffkc Engmeer has undertaken such studies and
surveys deemed necessary to determine whether pre~erential parking zones shauld be
designated in the areas, and
WHEREAS, the City Caunc~l is satisf~ed t~tat the proposed area meets the
designation cr~teria set forth Ert Municipal Code Section 3 0$ 0~4~,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MON~CA
DOES ORDAIN AS FOLLQWS
SECTIQN 1 Section 3 D8 52fl and Section 3 08 540 are acfded to the Santa
Monica Municipal Code to read as follows

Section 3 OS 520 Preferential Parkinq Zone NN
(a} The follow~ng narned and described area within the City
shall constitute Preferential Parking Zone NN Pearl Street between
Euclid Street and Eleventh Street
(b) No ~eh~cle sf~all be parked ar stopped ad~acent to any c~rb
m Preferential Parking Zone NN between the hours of 8 00 a m and S 00
p m on Monday #hrough Thursday, and between 8 QO a m and 5 00 p m
on Friday, without a permit issued and displayed in accordance with th~s
Chapter
(c) Any vehicle parked or stQpped without a permit when
required by this Section may be remo~ed from the street by any pol4ce
afficer
(d) The annual fee for each permit issued for Preferential
Parking Zone NN shall ~e $~ ~ 0~ per perm~t, or such other fee as may be
established from t~me to k~me by resolution of the City Council

~nconsistencies and no further, are hereby repealed ar modifFed to that ~xtent
necessary to affect t~e pro~isions of this Ordinance
SECTION 3 If any sectian, subsection, sentence, clause, or phrase of this
Ordinance is for any reason held to be ~nval~d or ~nconstitutional by a decision af any
cour# of any competent Junsdictian, such decision shall not affect the validity of the
remaining po~tions of this Ord~nance The City Council hereby declares that ~t would
have passed this Ordinance, and each and every sect~an, subsect~on, sentence,
clause. or phrase not declared invalid or unconstitutional without regard to whether any
portion af the Ordinance wauld be subsequently declared invalid ar unconstitutional
SECTION 4 The Mayor shall sign and the City Clerk shall attest to the passage
af this Ordinance The C~ty Clerk shall cause the same to be published once in the
official newspaper within 15 days after its ado~tion This Ordi~ance shall become
