SUBJECT Award of Contract to Replace a Portion of the Woodlawn Cemetery
Irngatlon System
Introduction
This report recommends that the CIty CounCil award a contract to Karlesklnt-Crum, Inc,
the lowest responsible bidder, In the amount of $68,875 for the replacement of a portion
of Woodlawn Cemetery's Irrigation system
Backaround
In partnership With Santa Monlca/Mallbu Unified School District and Santa Monica College
the City recently completed the Installation of a centrally controlled Irrigation system linking
29 park, school, cemetery and roadway medIan sites With radio-controlled, computerized
Irrigation controllers to a central operatIng system The system IS deSigned to reduce
water consumption while maintaining landscaped areas Each site IS automatically
controlled for maximum water savIngs and optimal water release dependent upon the type
of landscaping The project was funded by the Metropolitan Water DIstriCt's Resource
Efficiency Revenue Loan Program The eXisting Cemetery Irrigation system has
deteriorated Significantly over the past few decades In order for the entire Cemetery to

be connected to the new system, five acres of piping and appurtenant Items must be
replaced In the northwest section due this significant disrepair
The Cemetery's Irngatlon system replacement has been designed to use both potable and
recycled water The water use will be dispensed by the central controller The recycled
water will be supplied from the Dry Weather Runoff Recfamatlon Facility (DWRRF) when
that project IS complete The DWRRF will filter and disinfect the storm drain water so that
It may be reused for vanous applications Including Irrigation
The Installation of the five acre section of piping IS expected to be completed by November
1998
DISCUSSion
The Notice InViting Bids was published In the F W Dodge Greensheet and the Dally
Breeze on Apnl 27 and 28, 1998 The Notice InViting Bids, along With the plans and
specifications, was also sent to four construction Journals, and to SIX women/mlnonty
bUSiness enterpnse (WMBE) associations Bid packages were requested by five
contractors and equipment suppliers The City Clerk's Office received and read aloud two
sealed bids on June 11, 1998 The bid results were as follows

City Engineer's Estimate $125,000

Due to the pnce differential In the bids. staff contacted Karlesklnt-Crum, Inc , and Inquired
as to whether they had made an error In their bid and to confirm that they Intended to pay
prevailing wages They stated that no error had been made and that they will be paYing
prevailing wages on the entire project
Karlesklnt-Crum, Inc , has completed Similar projects for vanous agencies These Include
IrngatlOn retrofit, drainage and landscaping projects at Northndge Middle School for the
Los Angeles Unified School Dlstnct, a softball field at Carpenterla High School, the Harbor
Parking Lot for the City of Santa Barbara, the Royal High School Stadium for the Slml
Valley Unified School District, the Torrance Refinery for Mobil 011 Corporation and a state
highway toll road for Callforma Corndor Constructors Representatives from all the above
projects were contacted and all reported that the contractor's work was excellent
The Slml Valley School District has worked With Karlesklnt-Crum, lnc, for 10 years on
approximately 15 projects With good results The State Contractors' License Board venfled
that the Contractor's license IS current, active, and In good standing

Funds are available In Resource Efficiency Revolving Loan Program account (number 31-
760-662-20097 -8900-99082) City CouncIl IS requested to appropriate $88,875 to CIP
account number 37-710-641-20098-8900-99595, Woodlawn Irrigation System, from the
Resource EffiCIency Revolving Loan Program
Recommendation
Staff recommends that the City CounCil
1 Approve the budget changes as described In the BudgeUFmanclal Section of thiS
report, and
2 Award a contract to replace a portion of Woodlawn Cemetery's Irrlgatlon system
to Karlesklnt-Crum, Inc, the lowest responsible bidder, In the amount of $68,975,
and
2 Authorize the City Engineer to Issue any necessary change orders to complete
addItional work In conformance with the Administrative Instructions on change
orders
