SUBJECT Recommendation to Approve the Stormwater Parcel Report Descnblng
Each Parcel In the City and the Amount of Each Parcel's Stormwater
Management User Fee for FY 1998-99
INTRODUCTION
This report recommends that the City Council approve the Stormwater Parcel Report which
describes each parcel In the City that receives a property tax bill from the County of Los
Angeles and details the amount of each parcel's Stormwater Management User Fee This
action IS taken pursuant to the CalIfornia Health and Safety Code (Section 54734) In
order to collect a Stormwater Management User Fee vIa the property tax bills, the City
must file a report WIth the Los Angeles County Tax Assessor's office The user fee
proVides funding for stormwater enterprise activIties and IS the same rate as the current
year No Increase In the fee IS being recommended
BACKGROUND
On July 25, 1995, City CounCil adopted an ordinance establishing the Stormwater
Enterprise Fund The Stormwater Management User Fee proVides revenues for
stormwater management actIvItIes At that time, It was deCided that the L A County Tax
Assessor's Office provided the most cost effective bIlling process to the annual fee
Stormwater management consists of periodiC upgrades and replacement of the storm drain
system and enforcement of local, State and Federal stormwater regulations, such as the

Los Angeles County NPDES permit, and the City's Urban Runoff Polfutlon Prevention
Ordinance Also Included IS Implementing the Santa Momca Bay Restoration Plan and a
vanety of cost-effective programs aimed at reducing the volume and pollutant load of
urban runoff flowing Into the Santa Monica Bay
STORMWATER PARCEL REPORT
The Stormwater Parcel Report lIsts all pnvately-owned parcels with their assOCiated
Stormwater Management User Fee The City must submit thiS report to the L A County
T ax Assessors Office by August 10, 1998, In order to be Included on the 1998-99 tax rolls
Prior to submIttal for billing, a public hearrng and Council approval are required
Notlficatlon regarding a public heanng was published In the Argonaut on June 11 and June
18, 1998 The 1998-99 Parcel Report was filed with the City Clerk on June 10, 1998 and
has been available for public review Since that time
ThiS report IS based on the most accurate parcel database available for calculating the
number of Parcel Billing Umts (PBUs) The number of PBUs IS calculated based on land
use and parcet Size, whIch are directly proportional to the amount of runoff generated by
a given parcel The proposed 1998-99 Stormwater Parcel Fee IS $36 per PBU, which IS
the same as the current year's rate A summary of average Stormwater Management User
Fees by land use IS provided below In Table 1

DIvIsIon, with reimbursement for all designated stormwater program costs paid by the
Stormwater Fund via Inter-fund transfer The total revenue estimate from the proposed fee
In FY 1998-99 IS $ 1,251,902 ThIS revenue Will be received In revenue account number
34-500-661-00000-0550-1 0000
RECOMMENDATION
Staff recommends that City CounCil approve the 1998 Stormwater Parcel Report
describing each parcel In the City that receives a property tax bill from the Los Angeles
County Tax Assessor's Office and the amount of each parcel's Stormwater Management
User Fee
