SR-6F (42) ~:/IqJg3 (Q-F JUN 2 3 IJ98 F \RESQURCE\SHARE\GWENSH\STAFREPT\PIERPKG$ WPD Council MeetIng June 23, 1998 Santa Monica, California TO Mayor and CIty Council FROM CIty Staff SUBJECT Recommendation to Adopt Resolution Increasing the Maximum Allowable Parking Lot Rates In the Santa MOnica Pier Deck Lot Introduction This report recommends that Council adopt the attached Resolution Increasing maximum allowable parking lot rates In the Santa Momca Pier Deck Lot to $7 00 per day DIScussion Staff has evaluated anum ber of rate structures that would encourage weekend beach venue users to park In the beach parking lot Immediately north of the Pier (1550 Lot) and other beach lots, yet allow less-expensive weekday Pier deck parking for PIer business patrons The cost to park In the 1550 Lot and other beach lots IS $7 00 per day on summer weekends, while the maximum cost to park on the Pier Deck Lot has remained at $6 00 per day sInce 1987 Staff recommends that the maximum Pier Deck Lot rate be raised to $7 00 per day ThiS proposed maximum rate IS supported by the Pier Restoration Corporation and the Santa Monica Pier Lessees Association The $700 rate would be charged on summer 1 {o-f JUN 2 3 .. -- - -- - - - weekends, while weekday rates would remain at $5 00 per day to encourage Pier business patrons The weekend rate would then be eqUivalent to the rate for parking In the neighboring 1550 Lot and other beach lots BudgetlFlnanclallmpact The proposed Increase In maXJmum parking rates for the Santa MOnica Pier Deck Lot, $1 00 per car, wIll result In a projected Increase In parkIng revenues of approximately $37,000, however, due to other offsetting factors such as the lowenng of off-season rates and slightly reduced attendance forecasts. the Increase WIll not have a matenallmpact on the revenue projections In the proposed FY 1998-99 budget Recommendation Staff recommends that Council adopt the attached resolution Increasing the mW(lmum rate for the Santa MOnica Pier Deck Lot to $700 per day Prepared by Jeff Mathieu, Director, Resource Management Department Howard Robinson. EconomIc Development DIVIsion Manager Gwen Pentecost, Sr Admin Analyst, Economic Development Dlv Attachment Resolution 2 i . l Resolution Number 9283 (CCS) (City Counell Senes) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING SECTION 2A OF RESOLUTION NUMBER 5421 (CCS) INCREASING PARKING LOT RATES ON THE SANTA MONICA PIER AND FINDING THAT PARKING LOT RATE INCREASES ARE EXEMPT FROM THE PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS SECTION 1 SubsectIOn A of SectIOn 2 of Resolution Number 5421 (CCS) IS amended to read as follows A The rates to be charged shall be fixed by the Cay Manger from tIme to tIme, but m no event shall exceed Seven Dollars ($7 00) per day SECTION 2 The City Counell finds that the estabhshment, modlficatlOn, structunng, restructurIng, or approval of parkmg lot rates on the Santa MOllIca Pier contamed m Section 1 IS for the purpose of meetmg operatmg expenses, IncludIng employee wage rates and fnnge benefits andlor obtaInIng funds for capital projects necessary to maIntam service WIthIn eXlstmg service areas 1 Attachment 1 , J SECTION 3 The C1ty Council hereby finds as follows A The mcrease m parkmg lot rates on the Santa Momca P1er 1S estabhshed to meet operatmg expenses, mcludmg employee wage rates and fnnge benefits, and/or obtam funds for capital projects necessary to mamtalll service wlthm eXIstmg service areas SECTION 4 Pursuant to Pubhc Resources Code Section 21080(b)(8), the rate Increase proVIded for In SectIon lIS exempt from the provIsIOns of the CaltfomIa EnvIronmental Quahty Act of 1970, Public Resources Code Sections 21000 et seq SECTION 5 ResolutIOn Number 7415 (CCS) IS repealed SECTION 6 The CIty Clerk shall certIfy to the adoption of thIS ResolutIOn, and thenceforth and thereafter the same shall be m full force and effect APPROVED AS TO FORM .
