SUB.IECT RECOMMENDATION TO ADOPT RESOLUTION AUTHORfZING GRANT
APPLICATIONS FOR SENIQR NUTRITION PROGRAM AND
AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE
C4NTRACT UPON RECEIPT OF FUNDING
INTRODUCTION
Th~s report recommends that the City Couneil adopt the attached resalution author~zing the
submittal of a grant application to the County of Los Angeles Department of Cammunity
and Senior Citizen Services forfundmg for FY 1998I99 and authorizing #he CEty Manager
to negotiate and execute a co~tract w~th the County for provision of services to the ~Iderly
through the City's Sernor Nutntion and Recreation Program
BACKGROUND
The City of Santa Monica has been sponsoring the Senior Nutr~tion and Recreat~on
Program for the past twenty-one years Each year the City is required to submit an
applica#ror~ to the Cou~ty ~or grant fund~rlg The C-~ or Congregate Meals Pragram
prov~des approximately 190 meals per day, Mondaythrough Friclay, at f~~e si#es Lincoin
Park, Ken Edwards Center, Virgin~a A~enue Park, the Senior Recreatian Center and
Memorial Park, and approximately forty meals each Saturday a# the Senior Recreation
Center The suggested donation for the Cangregate Meal Program is $~ 50 per meal, w~th
an a~erage actua! donation of $1 17 per meal
As af July 1994, the C~ty subcontracted its HomE Deli~ered Meals Program to Santa
MonicalMal~bu Meals ort Wheels This arrangement has proved to be a cost effective and
p~oductive method of providing this service, given the organizatian's experiencE and

broader program m del~ver~ng meals to hamebo~nd seniors The Nome Del~~ered Meals
Program provides approximately ~4 meals per day, se~er~ days a week, far homebound
seniors in Santa Monica
Re~enue for these programs comes from this grant, the United States Department of
Agriculture, participant donations and the City's General Fund The City is required to
provide a m~nimum 15% local matcF~ for the Congregate Meals Program, and provisions
to da so are already ~n place as indicated below

Staff recommends that the City Cauncil {1) adopt the attached resolut~on authorizing the
submittal of a grant application to t~e Gaunfy of Los Angeles Departmer~t of Community
and Senior Citizen Services for fund~ng and (2) author~ze the City Manager to negotiate
ar~d execute a cantract with the County for pravis~on of ser~ices to the elderly through the
City's Senror Nutritian and Recreation Pragram

AUTHDR~~ING THE SUBMITTAL DF A PROPOSAL AND THE SIGNING OF A
CON'TRACT TO PROVIDE MEAL SFRVICES FOR ELDERLY PERS~NS
WHEREAS, the County of Las Angeles Department of
Community and Sen~ar Citizens Serv~ces has been awarded Federal
~unds far providing sexva.ces for the elderly under th~ Older
Arnericans Act; and
WHEREAS, t~e County of Los Ange~es is making available its
Older American Act funds to cities in the County; and
WHEREAS, the City o~ Santa Monica wishes to apply for Older
Americans Act funds ta fircance its hat ].unch program for seniars
and i~s home delivered meals for har~ebound seniors pragram; and
WHEREAS, it iw necessaxy ~hat ~.he Clty Counc~l of the City
of Sar~a Monica approve the submittal af a praposal for Older
Arnericans Act funds; and
WHEREAS, ~t is necessary ~hat the City Council of the City
of Santa Mon~ca designate and authorize a representative to sign
the contract for Older Amer~cans Act funds on behalf of the Ci~y,
I~TOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DDES RESOLVE AS FOLLOWS:

SECTION 1. The Ci~y Council appraves the submi~ta7. of a proposa~
to the Coun~y of Los Angeles for O~der Americans Ac~ ~unds ta be
used for the City's hot lunch program for seniors and ~ts hame
de3ivered meals for homebound ser~ors program.
SECTI~N 2 The City Cauncil authorizes the Cz~y Ma~ager to sign
tne contract far Older American Ac~ funds and al~. documents
necewsary ~o accornpany said contract, including any contract
amer~dments during the 1998/99 F3sca1 Year.
SECTION 3. The C~ty Clerk shall certify ta the adoption of this
Resalution, and thenceforth and ther~after the same sha11 be in
full to~ce and effect.
