F ccs BS KK C \MyFlles\stfrptnu wpd HAV 2 6 1998 City Council MeetIng May 26, 1998 Santa MOnica, CalIfornia TO Mayor and City Council FROM CIty Staff SUBJECT Recommendation to Authorrze the Renegotiation of a Food Services Agreement Between the City of Santa MOnica and Mornson Health Care, Inc , for the Senior Nutrrtlon and Recreation Program INTRODUCTION This report recommends that the City CounCll authorize the City Manager to negotIate and execute a food servIces agreement with Morrrson Health Care, Inc for purchase and delivery of meals for the SenIor Nutntlon and RecreatIon Program for fiscal year 1998/99 BACKGROUND The County of Los Angeles Department of Community and Semor Citizen Services has hlstorrcally conducted a competitive bid process for Senior Nutntlon and Recreation Program funds every four years, With the option to renegotIate the contract three additional years At the time of this competitive bid process, the County requires grant reCipients, including the City of Santa MOnica, to conduct a competitive bid process for food services Tile last County competitive bid was for fiscal year 1994/95 The CIty of Santa MOnica conducted an open competrtlve bid process for catering services at that tIme Santa Monica awarded the contract to MOrrison Health Care, 'nc for one year With an option to renew the contract for three additional years, concludmg June 30, 1998 The Senior NutritIon and RecreatIon Program prOVides senior meals at five locations Monday through ftJ-F MAY 2 6 1998 ~ ~ ~- Friday and one location on Saturdays for a total of approximately 51,606 meals per fiscal year DISCUSSION The County of Los Angeles IS extending the City's contract for grant funds for one additional year and Will not be conducting a competitive bid process for Senior Nutrition and Recreation Program funds until fiscal year 1999/2000 As a result, funded agencIes are not reqUired to conduct a competitive bid process for food services until that same year The performance of MOrrison Health Care, Inc has been excellent and they have agreed to extend a contract at substantially similar terms ExtenSion of the City's relationship With Morrison Health Cafe through 1998/99 Will benefit program partiCipants and keep the City's competitive bid process congruent With the County's BUDGET/FINANCIAL IMPACT The current caterer cost IS $2 40 per meal for a total of $123,854, plus $3,446 for coffee, for a total contract of $127,300 SuffiCient funds for a renegotiated contract are Included In line Item #01-400-544-45605-4437-00000 of the FY 1997/98 and proposed FY 1998/99 budgets RECOMMENDA liON It IS recommended the City CounCil authOrize the negotiation of our food servIces agreement With MOrrison Health Care, Inc for fiscal year 1998/99 -- --- Prepared by Barbara Stmchfield Director, Community and Cultural Services Kathy Kucharski Community and Senior Programs Manager stfrptnu
