Zon~ng D~str~ct INTRODUCTION This report recommends thak the C~ty Caunc~l mtroduce for first readi~g an ordinance to amend Section 9 04 0$ 12 020 of ArtGCle IX of the Santa Manica Mun~c4pal Code to Enclude outdoor public utilities and maintenance serrnce yards as perm~tted uses ir~ the RVC Residential Visitor Commercial Zonmg D~strict On January 25, 1994 the Council adopted Ordinance 1721 ~CCS) to add outdoor public uttlities and main#enance sernce yards as a perm~tteci use in tha RVC Distr~ct On June 28, 1994 the Council adopted Ord~nance 1750 (CCS) to add a variety of housing uses as permitted uses m the RVC Qistrict However, ~rdEnance 1750 inadvertently omitted outdoor public utifities and maintenance service yards from the RVC District Permitted Uses section The proposed ordinance cantained in Attachment A wi11 correct the omission BACKGROUND The proposed ord~nance to permit autdoor public utilities and maintenance service yards 1 / JUN - 9 ~ resulted fram a proposal by the City of Santa Monica's Environmental and Public Works Management department to develop what is now caifeci the Dry Wea#her Runoff and Recfamation Fac~iity (~WRFF), a Eaw-flow runoff treatment facrlity, at 1615-4625 Appian Way The pro~aosed fac~lity is ta be located adlacent to the Mass Avenue sewage pumping station In additian, the text amendment wouid permit the continued operation of the City's beach maintenance faciiity iocated at 1~40 The Promenade and the Moss Avenue sewage pumpmg station.
