SR-6C (50) fot JUl 11t 1998 RMD HOUSI NG RTM JFK F \Housrng\share\wpfiles\staffrpt\502ccsr wpd Council Meeting July 14, 1998 Santa MOnica, Callforma To Mayor and City Council From City Staff Subject RecommendatIOn to Proceed with Development of Forty-two (42) Units of Affordable Housing at 502 Colorado Avenue INTRODUCTION This report recommends that the City Council authorize staff to proceed to develop an affordable housing project contalnmg forty-two (42) Smgle Room Occupancy (SRO) umts on the city-owned site at 502 Colorado Avenue The RFP will soliCit project proposals to be evaluated by staff Staff Will return to Council at a later date for approval of a recommended proposal BACKGROUND The City purchased property at 505 Olympic Boulevard to accommodate the develop- ment of an alternative fueling faCility and additional bus parking at the City Transportation Yard On June 29, 1993, the Rent Control Board granted a Removal Permit Agreement (Case # 296R-D) allOWing the City to close down a 42-space mobile home park that was primarily vacant The removal permIt was conditioned upon replaCing at least 42 affordable SRO Units on that site or a contiguous site (such as 502 Colorado Avenue) by June 29, 2000 he" JUL 'It.. On December 14, 1993, the City CouncIl authorized the purchase ofthe vacant lot at 502 Colorado Avenue, a contiguous site, for the purpose of developing a 42-umt SRO project The new Units proposed for 502 Colorado Avenue represent replacement housmg for the 42 mobile home rental spaces removed from 505 OlympIC Boulevard DISCUSSION An RFP process, from publication to final selection of a proposal, IS estrmated to take three to four months Staff will then return to City CounCil with a recommended proposal The project Will proceed through the regular plannmg approval process Staff anticipates that the project Will require a commitment of City hOUSing funds to be financially feasible The general concept of the project mcludes 42 Units of new rental hOUSing with subterranean or on-grade parking. RFP respondents Will be encouraged to propose a development which Incorporates a pedestnan-onented deSign and recogmzes the site as an Important gateway mto the Downtown for vehicles uSing the 5th Street freeway eXit The RFP Will require that the development team be a qualified nonprofit developer with a proven capacity to develop and manage affordable housmg projects FINANCIAUBUDGETARY IMPACT There IS no direct financial Impact associated with authorizing the publication of the RFP ') ...
