Subject Recommendation to Authonze the City Manager to Negotiate and Execute
an Agreement With Caltrans for the Installation of a TraffiC Signal at the
Intersection of Lincoln Boulevard and Michigan Avenue
Introduction
ThiS report requests that the City Council authonze the City Manager to negotiate and
execute an agreement for the installation of a traffiC signal at the Intersection of Lincoln
Boulevard and Michigan Avenue The recommendations Include the execution of a
cooperative agreement With Caltrans and a change order to Contract No 6543 (CCS) With
C T & F I Inc
DISCUSSion
The City has received requests for the Installation of a traffiC Signal at the intersection of
Lincoln Boulevard and Michigan Avenue from residents, parents, and the Santa MOnlca-
Mallbu Umfled School Dlstnct ThiS Intersection IS heaVily used by pedestnans and
vehicles traveling to and from Santa MOnica High School Lincoln Boulevard IS a State
Highway, and the requests were referred to Caltrans for their conSIderation After
conducting a traffic englneenng Investigation, Caltrans has recommended the installation

of a traffic signal at the Intersection and scheduled the work for Spring 1999
City staff would prefer that the signal be Installed prior to the start of the 1998/99 school
year Therefore, In diSCUSSions with Caltrans, It has been determined that the City should
be the "lead agency" for the design and construction of the traffic signal In this way, It
may be possible to complete the Installation by the start of school In early September
Caltrans has prepared a Cooperative Agreement which has been approved as to form by
the City Attorney This agreement designates the City as the lead agency and sets forth
shared costs to be borne by the State and the City Generally, the parties share equally
In the costs of design, construction and Inspection The State IS responsible for Lincoln
Boulevard, a state highway and one-half of the Intersection, and the City IS responsible for
Michigan Avenue, a cIty street and one-half of the intersection
As part of the Installation of the Signal, the State has also required other modIfications to
Lincoln Boulevard These modifications Include the Installation of a new overhead freeway
directional sign between Michigan and OlympiC, and some minor striping and lighting
modifications The cost of these modifications Will be pard by Caltrans, no City funds Will
be used
The total project cost IS estimated at $253,000 However, It IS anticipated that actual costs
Will be less ThiS estimate Includes the cost of deSIgn engineering, construction, and

construction engineering The State's share, Including additional State related activities,
IS $159,500 and the City's share IS $93,500
The design of the traffic signal IS nearly complete and will cost an estimated $25,000 To
construct the traffic sIgnal In a timely manner, staff recommends the CounCil authorize the
CIty Manager to negotiate and execute a change order In the amount of $150,000 (the
actual bid cost for construction only), including $25,000 for contingencies, to Contract #
6543(CCS), with C T & F line This firm has satisfactorily completed several City
projects, and IS currently the contractor on several other City projects, including the
SMART COrridor and the downtown Circulation changes It IS estimated inspectIon costs
may be $25,000
It IS anticipated the construction would begin by the end of July and be completed In the
beglnnmg of September 1998

The constructIon of thiS project Will be funded from CIP account #01-770-415-20099-8900-
99408 (Lincoln/Michigan Traffic Signal) In addition, the State's payment of $192,500 for
their share of the costs should be budgeted at revenue account #01-21 0-415-00000-0041-

Recommendation
It IS recommended the City Council
1 Authorize the City Manager to negotiate and execute a Cooperative Agreement with
the State of California, Department of Transportation (Caltrans) for the installation of a
traffic sIgnal and related work at the intersection of Lincoln Boulevard and Michigan
Avenue, and,
2 Authorize the City Manager to negotiate and execute a change order In the amount
of $150,000 to Contract No 6543 (CCS) with C T & F , Inc, for the construction of a traffic
signal and related work at the intersection of Lincoln Boulevard and Michigan Avenue
3 Direct staff to take budget action as outlined In the staff report
