SUBJECT Recommendation to Authonze the Executive Director to Negotiate and
Execute an Amendment to the ProfeSSional Services Contract With
Kathenne Spitz Associates, Inc for the PICO Boulevard Streetscape
Implementation Plan In an Amount Not to Exceed $75,794
Introduction
ThiS report recommends that the Redevelopment Agency authOrize the Executive Director
to negotIate and execute an amendment to the profeSSional services contract With
Kathenne Spitz Associates, Inc (KSA) for consulting services to design and prepare the
PICO Boulevard Streetscape Plan The negotiated fees for thiS amendment to the contract
shall not exceed $75,794
Background
On January 21 t 1997, the Redevelopment Agency (RDA) authonzed the Executive Director
to negotiate and execute a contract With KSA In the amount of $266,005 to prepare the
PICO Boulevard Streetscape Plan and authonzed the Executive Director to Increase the
contract amount by up to a twenty percent contingency If necessary ThiS project would
result In the preparation of final deSIgn and construction bid draWings for the Installation

of streetscape Improvements on PICO Boulevard The contract was negotiated accordingly,
and executed on April 2, 1997 A lengthy public process requlnng several public meetings
and workshops to resolve key Issues resulted In delays and additional requirements of
KSA which were not anticipated In the onglnal scope of work These modifications brought
the contract With KSA to $319,206, Within the contingency amount authOrized by the RDA
on January 21, 1997
After review by Planning, Architectural ReView Board, Landmarks and the Arts
Commission, City staff and KSA presented the proposed final deSign for the PICO
Boulevard Streetscape Plan to City Council at a public heanng on May 5, 1998 Council
approved the final deSign, and requested staff prepare the final draWings and return With
costs for additional medians and additional lighting when the bid package award IS
presented for RDA and Council approval
DISCUSSion
Since the May 5, 1998 City Council meeting, KSA has been moving forward With the
additional deSign work requested The estimate for thiS additional work IS $67,899, and
Includes deSign of additional medians and replacement of electncal condUit along PICO
Boulevard, and construction observations Further, the larger median surface, If approved,
requires that the consultant file a Storm Water Management Plan
The total cost for these additions to the deSign contract IS $67,899, With a $7,895

contingency, would bnng the contract to $395,000, an amount $75,794 over the $319,206

authorized by the RDA on January 21, 1997 Staff will return to the Redevelopment
Agency and City Council for final approval of medians, budget, and other desIgn elements
when the bid package IS presented for approval as requested by City Council on May 5,
1998

RECOMMENDATION

the PIca Boulevard Streetscape Plan The negotiated fees for thiS amendment to the
contract shall not exceed $75.794.
