SUBJECT Award of Contract for the Construction of South Beach Improvements and
Palisades Park Improvements (Phase II) of the Beach Improvement Group
(B I G ) Project
Introduction
ThiS report recommends that the City Council award a contract to Valley Crest In an
amount not to exceed $7,332.745 for the construction of South Beach Improvements,
including the beach bike trail modification and Palisades Park Improvements (Phase II),
including the Veterans' Memonal
Backqround
The Beach Improvement Group (BIG) Project was formed to combine capital Improvement
projects along the beachfront Into five projects Includmg South Beach Improvements,
Palisades Park Improvements and three federally funded projects In collaboration With
public artist Jody Prnto. Wallace Roberts & Todd began the design process for these two
elements (South Beach Improvements and Palisades Park Improvement) m November
1995 ExtensIve Input was received from members of the publiC and vanous Boards and
CommIssions City Council approved the design concept of South Beach Improvements
and Palisades Park Improvements (Phase II) In July 1996 and the final design In January
1998

The federally funded elements of the BIG Project are on a different schedule due to the
extensIve review process required by the federal programs whIch are contnbutlng funds
The design of these Improvements are scheduled to be completed In summer 1999 and
construction will begm In fall 1999
A Notice Inviting Bids for the construction ofthe South Beach Improvements and Palisades
Park Improvements (Phase II) was published on March 21 and March 23, 1998, In The
Los Angeles Times Thirty-two (32) bid packages were dlstnbuted to contractors and
suppliers Including SIX (6) woman/minority-owned business enterpnse associatIons The
City Clerk's office received four (4) sealed bIds, which were opened and read aloud on May
5. 1998, by the Deputy City Clerk The bId results were as follows

The low bidder, Valley Crest, supplied the City With several references and all reported that
the contractor's work was satisfactory Valley Crest has performed satlsfactonly on
prevIous construction projects for the City Including the construction of Palisades Park
Improvements (Phase I) The State Contractors' License Board verrfled that the
Contractor's license IS current, active, and In good standmg

It IS anticipated that constructIon of the Palisades Park Improvements (Phase II), including
the Veterans' Memonal, will begin In July 1998, and Will be completed In approxImately
one year Construction of Palisades Park Improvements Will be phased to mamtaln
pedestnan access In the park Construction of the South Beach Improvements, Including
the modification to the beach bike trail Will begin In September 1998, and Will be
completed In approximately nine months Durmg the construction period the work WIll be
phased to mamtaln pedestrian and bicycle access through the area
Staff has looked Into the cost to replace the asphalt path In Pahsades Park, Phase I
Improvement area from Colorado to Anzona Avenue Replacmg the path with enhanced
concrete pavmg simIlar to what has been approved for South Beach IS approximately
5400.000 The cost for replacing the path with decomposed gramte IS approxImately
$100.000 Decomposed granite IS not recommended for the main path In this section of
Palisades Park which reflects the more urban and commercial character of the adjacent
area Smce the available budget for the BIG Project does not Include suffiCient funds to
replace the maIO path. staff recommends waltmg untrl most of the construction IS
completed to assess the availability of funds from the project contingency Staff IS
proceed 109 to Identify any requirements Involved to officially designate the entire
pedestnan promenade as Ocean Front Walk to eliminate the confusion between portions
of It being called Ocean Front Walk and portIons known as The Promenade

Recommendation
Staff recommends that the City Council
1 Award a contract to Valley Crest, the lowest responsIble bidder, In the amount of
S 7.332,745, and
2 Authorize the City Engmeer to Issue any necessary change orders to complete
additional work In conformance with the Administrative InstructIons on change
orders
