ThIs report recommends that Councll make appomtments to serve on the TelecommUnIcatIOns

BACKGROLNTI
City CouncIl approved undertakmg a TelecommullicatlOns :Vlaster Plan In the FY 96-97 budget and
R\varded a contract to MedIa ConnectIons Group on November 12, 1996 to aSSIst the CIty m that
regard The master plan IS Intended to result m polICIes and InItIatIves that WIll enhance the qualIty
of lIfe and economic VItalIty In Santa MOllica through the strategIc use of telecommUllicatIOllS
technologIes The plan ,vIllidentJfy the CIty' s current telecommUnIcatIons mfrastructure and needs
and detenmne potentIal roles and partnershIp opportunltles to meet them The methodology v.-.ll
Include a nght-of-way analYSIS, an assessment of CIt}'\vide telec.ommumcatlOns needs, Idennficahon

On February 11, 1997 staff recommended a group of potentIal members of the "vorkmg group that
would represent a broad range of techmcal expertIse as adVIsors to the planmng process Staff
undertook further outreach to the communIty so that mterested parties representmg addmonal
dIsclplmes and techrucal expertIse could be conSIdered As a result one addItIonal member IS
recommended for CouncIl conSIderatIOn and an addmonal outSIde techmcal expert was Identlfied
to round out the skill balance of the group Apphcatlons receIved from communIty members are
aVailable for reView m the CIty ~-fanager' S Office
The \vorkmg group \Vl11 asSIst III the assessment of the Cny' s dIstmctlve telecommUnICatIons needs
and opportunIties The group \\'111 be asked to offer suggestIOns, challenges and support dunng the
study phase of the Master Plan as It pertams to then techrucal expertIse on Issues such as nght -of-
way consIderatIOns. and assessment of communIty opportunIties In partIcular, members wIll be
asked to conSIder the commulllty outreach methodology and results of the Cny-wlde
