SUBJECT Recommendation to Approve Alternate Route for U.S. Constitution Day
Parade on Mam Street
INTRODUCTION
The City has received a request to conduct a parade on a route other than the City's
authorized parade route (SM MC Section 4 08 580) for the 4th annual US.
Constitution Day Parade to be held on SaturdaYr September 20r 1997. The following
report desCribes this event and recommends approval of the alternate route with
conditions established by the City
BACKGROUND
On October 29r 1996, the City'S Event Management Team reviewed a request to hold
a parade on Main Street to celebrate the signing of the U.S ConstItution The event
organizers hope to promote and instill the principles of the Constitution In youth
Staging will begin at 8 00 a.m and will take place In the southbound lane of Main
Streetr In the area that begms at Colorado Boulevard and ends Just north of the CIVIC
Auditorium. The northbound lane of Main Street Will remam open to accommodate
publiC access to the CIVIC AuditOrium The parade, which will start at 10 00 a.m.,
Will begin Just north of the entrance to the CIVIC AuditOrium parking lot and proceed
south on Main Street to Marine Street T:e parade Will disband at Manne and 6 G

participants will obey all traffic rules and regulations as they proceed west on Manne
Street, north on Barnard Way, east on Ocean Park Blvd to end at the Santa Monica
Hentage Museum where there will be a reception for parade participants. Parade
organizers will be responsible for renting, installing, and removing barricades and
"temporary no parking" signs along the parade route CIVIC Audltonum staff will place
and remove the barricades In the staging area The organIzers plan a one hour parade
from start to finish, not Including staging time
The U.S. ConstItutIon Day Parade CommJttee has requested that the CIty once again
underwrite the costs for Police services
DISCUSSION
A parade on Main Street on a Saturday morning Will have a significant Impact on the
public transportation system and transit-dependent Citizens Four Santa Monica Big
Blue bus routes and two MT A routes are Impacted by the parade route request.
ApprOXimately 50 Santa MOnica bus trrps Will be affected Lines running on Mam
Street can be moved to Nielson Way, although transit rrders hVlng east of Main Street
may have difficulty accessing buses dunng the parade Lines crossing Main at Pico
and Hill (two buses every 1 5 minutes at each intersection) WIll have to be
accommodated by breaking the parade as traffic arnves at the intersections. Although
Transportation Department offiCials have indicated that thIS IS an acceptable option,
these delays may extend the duration of the parade

The Event Management Team recommends that the parade begin near the CIVIC
Auditorium and promptly proceed south, disbanding at or before 11 :00 a m. at Manne
Street
BUDGET/FINANCIAL IMPACT
City costs for the requested route are estimated at $3,1 50. Adequate funds are
available In department budgets to cover these costs No additional appropriations are
needed
RECOMMENDA TION
Staff recommends that the City CounCil approve the U S Constitution Day Parade on
September 20, 1997 on the route described herein, requIring parade organizers to limit
Its duration to one hour (not Including staging time), including frequent traffiC breaks
for bus crossing

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 20, 1997 ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 4.08.580 of the Santa MOnica MUnicIpal Code,
the City CounCil may authorize a parade route as set forth herem,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 That on September 20, 1997 at 10:00 a.m participants In the U.S
Constitution Day Parade are authorized to conduct a parade along the following route
Staging In the southbound lane of Main Street between Colorado and the "Chain
Reaction" sculpture north of the CIVIC Auditorium and proceeding south on Mam Street
to Marine Street where the parade Will disband. Parade partiCipants Will meet at the
Santa Monica Heritage Museum for lunch
SECTION 2 Permission to conduct the parade IS granted upon the follOWing
conditIons'
a That parade umts may not be brought to the staging area, southbound
lane of Main Street between Colorado and the "Cham Reaction" sculpture, prior to
8'00 a.m. on Saturday, September 20, 1997.
b. That amplified sound IS not permitted before 8:00 a.m

c That duration of the parade be limited to a maximum of one hour (not

mcludlng staging time}, including frequent traffic breaks to allow buses and other ,
traffic to cross parade route
d That any service not provided by the City, such as barricading and cOning
of streets and posting of directional signs, be assumed and paid by the organizers.
e That organizers be responsible for posting "Temporary No Parking" signs
along the parade route at least 24 hours In advance and removing them Immediately
follOWing the parade
f That all litter, horse droppings, and directional signs be cleared from the
streets and Sidewalks within four hours of the close of the parade
g That the parade disband at Manne Street and not continue or loop back
Into the City
h That an "Indemnity and Hold Harmless Agreement" be executed and
returned to the Events Office by August 30, 1997
I That If General LiabIlity Insurance IS retained It Will name the City of Santa
MOnica, members of the CIty CounCil, boards, commiSSions, officers, agents,
employees, and volunteers as additional Insured.
SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be In full force and effect
