INTRQ~UCTION
This report recommends ti~at the C~ty Councif conduct a public hearing and introduce
for first reading an ordrnance amendrng the Official Districting Map to rezone a 7,500
square foot pa~cel from R2 (Law Density Mult~pfe Family Residential} to R2-A (Low
Density Multiple Family R~sidential - Parking Overlay Distnct) to allow the parcel to
cantinue to be used as a surface parkmg lot to ser~e an ad~acent commercaal/industr~al
lot An amendment to the Generaf Plar~ map is not required On October 16, 1996, the
Planning Commission ~oted 5 ta 0 to recommend that the City Council adopt the
proposed zane chat~ge
BACKGROUND
The sub~ect property is ~r~der common ownership w~th an adJacent industnaliy zoned
parceE The ad~acent property located at 1817-1823 Colorado Gs developed with a
single story ~ndustrial ~u~lc~ing with no on-s~te park~ng In 19fi1, the CEty approved a

Under zanmg regulations in effect at the time of tt~e ~ar~ance, autamobile park~ng m a
residential zone was perm~tted ad~acent to businesses provided that it complied with
other applicable regulations, mcluding the requirernent t~at ail residentia~ ~ses be
removed from the Ivt priar to its use for off-street parking The variance request was to
al~ow the maintenance of an exist~ng residential use in con~unct~on with the parking lat
in order to provide housing for the parking lot attendant The 8$4 sq~are foot structure
was also used for commerc~all~ndustr~al bus~r~ess as substantiated by t~e farmer

Pursuant to Municipal Code Section 9 04 2~ 22 050, the C~ty Councii hearing and the
Planning Commission F~earing were noticed by ma~ling fiyers to all owners and
residentia! and commercial tenants of property lacated wEthin a 50d foot radrus of 1544
Nineteenth Street. ~nclud~ng the residents of the ad~acent apartment building at 1535
18th Street, at least ten consecutive calendar days pr~or to the hearing Copies of the
