SUBJECT RecommendatIOn to Award Bid to Provide Pnnting of the Santa MOnica
Community Arts Brochure, Bid 2633.
INTRODUCTION
ThIs report concerns an award of bid to provide printing of 200,000 brochures for the
Cultural Affairs Division, Community and Cultural Services Department in the amount of
$34,91672 Including sales tax.
BACKGROUND
The Santa Monica Community Arts Brochure will be used to promote the wide variety of
arts resources including museums, cultural centers, gallenes, theaters, and public art In
Santa Monica to Santa Monica reSidents and reSidents of nelghbonng commumtles as well
as to the domestic and International tourist markets. Locally, the brochure Will be made
available at hbranes, museums, galleries, theaters, and other arts venues. The brochures
Will also be made available to the Santa Momca Convention and ViSitors Bureau and
distnbuted on racks With other tounst information at hotels, car rental agencies, and
through travel and tour agencies.
In response to publiShed Notices Inviting Bids (published April 10 and Apnl11, 1997) In
accordance wIth City specifications, bids were received and publicly opened and read on

April 21, 1997. Proposal forms were mailed to fifteen vendors and notices were advertised
In accordance wrth City Charter and Municipal Code provIsions. Eight (8) proposals were
received as follows:

Bidders were reqUired to be Class "A" fine arts printers, prOVide three (3) samples of
prevIous full color fine artwork, and five references. In addition, bid specifications
requested bids on #60 dull, coated, recycled (#1 vmtage velvet-white text) paper. The
overall size was 24" x 18".
The bids submitted by Tara Graphics Inc. and Thousand Oaks Printing do not meet City
speCifications because they did not bid on #60 dull coated recycled paper. Wolfer Printing
Company did not submit any samples of previous full color fine
artwork as required

Staff has reviewed the next low bid submitted by Delta Graphics, checked their references
and finds that It meets City specifications

RECOMMENDA liON
It is recommended that council reject bids submitted by Tara Graphics Inc., Wolfer Printing
Company and Thousand Oaks Printing as non-responsive and award of Bid #2633 be
made to Delta Graphics In the total amount of $34,916.72, including applicable tax, as the
most responsible bidder
