Subject Recommendation to Approve a Resolution Authorizing the Sale of Old
Street Name Signs to the Public and Establishing Purchase Pnces
Introduction
This report recommends the City Council approve a resolution authorizing the sale of
old street name signs to the public and establishing purchase prices
Discussion
The City has begun a CitYWide street name sign replacement program All of the street
name signs, Including the smaller intersection signs and the larger sIgns at signalized
intersections, are being replaced with the City's newly redesigned street name signs
DUring the replacement process, staff has received several requests from the public to
buy the old street name signs Normally, old signs are sent to salvage for their
aluminum value However, the number of signs salvaged has been limIted
In accordance with SMMC Section 2 24 100 obsolete or unusable City property IS
supposed to be auctIoned In this Instance, staff recommends this requirement be
waived The attached resolution authorizes the City Manager, or hIS designee, to _sel~~~

and establish procedures for the sale of old street name signs The resolution also
establishes purchase prices
Staff proposes to sell the old street name signs to the public on a first come, first serve
basIs The signs Will be sold at the Parking and Traffic Engineering public counter, and
any other public venue where It can be arranged, such as the City's Farmer's Market
sites Displays of the old signs Will be created and the public Will be asked to fill out a
request form indicating a specific street name, If deSIred The signs, which are stored
at the City Yards, Will be brought to City Hall regularly and the buyer WIll be adVised
when their sign IS available for pick-up
Staff recommends that the small street name signs be sold for $20 00 per sIgn and the
larger signs at signalized Intersections be sold for $35 00 per sign It IS estimated there
Will be approximately 2,000 signs and 100 Intersection signs available to sell to the
public which could generate approximately $43,500 The funds will be deposIted In the
General Fund

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE SALE OF OLD STREET NAME SIGNS TO THE PUBLIC
AND ESTABLISHING THE PURCHASE PRICE
WHEREAS, the City of Santa MOnica has been Implementing a newly
redesIgned street name sign program, and
WHEREAS, the public has expressed an Interest In purchasing the old street
name signs that have been replaced, and
WHEREAS, Santa MOnica Municipal Code Section 2 24 100 reqUIres a
competitive auction of obsolete or unusable public property
NOW, THEREFORE THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOllOWS
SECTION 1 That the City Council finds that there IS publiC Interest to purchase
the CIty's old street name signs and thereby waives the competitive bidding
reqUirement of Santa Monica Municipal Code Section 2 24 100
SECTION 2 That the City Manager, or hiS deSignee, IS hereby authOrized to sell
old street name signs
SECTION 3 That the CIty Manager, or hiS deSIgnee, shall establish procedures
for the sale of old street name signs

SECTION 4 That the purchase price for the street name signs shall be $20 00
per sign, and for the larger intersection street name sIgns the purchase price shall be
$35 00 per sign
SECTION 5 The CIty Clerk shall certify to the adoptIon of this resolutIon, and
thenceforth and thereafter the same shall be In full force and effect

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING THE OFFICIAL
DISTRICTING MAP TO REZONE 1544 NINETEENTH STREET
FROM R2 TO R2A
WHEREAS, an application was filed in accordance with Zoning
Ordinance Section 9.04.20.16.020 requesting that the Official
Districting Map be amended to rezone the property located at 1544
Nineteenth Street from R2 to R2A; and
WHEREAS, on October 16, 1996 the Planning Commission held a
public hearing on the proposed amendment and made recommendations
to the City Council to adopt the amendment following the hearing;
and
WHEREAS, the City Council held a pUblic hearing on the
proposed amendment; and
WHEREAS, the City Council finds and declares that the proposed
amendment is consistent in principle with the goals, objectives,
policies, land uses, and programs specified in the adopted General
Plan, in that an existing residentially zoned surface parking lot
which provides off-street parking for an adjacent commercial use

complies _ with Land Use Element Objective 1.1 to "protect the
quality of life in all residential neighborhoods," by ensuring that
parking for an existing commercial use is provided for in an off-
street location, and does not adversely impact adjacent residents;
and in that the zone change is consistent with Land Use Element
Objective 1.2 to "ensure the compatibility of adjacent land uses,"
by allowing the continued use of a surface parking lot for
commercial purposes which provides a buffer between the commercial
and residential uses; and
WHEREAS, the City Council finds and declares that the public
health, safety, and general welfare require the adoption of the
proposed amendment, in that the change to an R2-A zoning
designation for the sUbject property ensures that use of the
subject property and commercial parcel supported by the f1A" parcel
will comply with zoning requirements, including limitations on
expansion of the commercial parcel, thereby protecting nearby
residents;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES ORDAIN AS FOLLOWS:
SECTION 1. The Official Districting Map of the City of Santa
Monica set forth as Exhibit "Au is hereby adopted&

SECTION 2. Any provision of the Santa Monica Municipal Code
or appendices thereto, inconsistent with the provisions of this
Ordinance, to the extent of such inconsistencies and no further,
are hereby repealed or modified to that extent necessary to effect
the provisions of this ordinance.
SECTION 3. If any section, subsection, sentence, clause, or
phrase of this Ordinance is for any reason held to be invalid or
unconstitutional by a decision of any court of any competent
Jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The city Council hereby
declares that it would have passed this Ordinance, and each and
every section, subsection, sentence, clause, or phrase not declared
invalid or unconstitutional without regard to whether any portion
of the Ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The City Clerk shall
cause this ordinance, or a summary thereof to be PUblished once in
the official newspaper within 15 days after its adoption. This
Ordinance shall be effective 30 days from its adoption.
