Subject Recommendation to Authorize the City Manager to Negotiate and Execute
an Amendment to Agreement No 6043 with Converse Environmental

Introduction
ThiS report recommends that the City Council authOrize the City Manager to negotIate
and execute an amendment to Agreement No 6043 With Converse Environmental West
for continued remediation services at the AIrport Administration Building In an amount
not to exceed $54,235
Background
PrevIously, the City Council authOrized the City Manager to negotiate and execute a
contract With Converse EnvIronmental West In the amount of $115,230 to conduct
remediation on hydrocarbon Impacted SOil and groundwater underneath and adjacent
to the Airport Administration BUilding The contract called for four months of operatIon
of a SOil vapor extraction system to clean up the site Results of the remedIatIon efforts
Indicate that the site requires continued treatment to reach target cleanup goals Staff
and the consultants estimate that a minimum of an addItIonal 140 days of treatment IS
necessary to meet target goals The eXisting contract called for the Installation of a

proprietary cleanup system and eqUipment Designing and installing a new remedIation
system would not be timely nor cost effective

Funds In the amount of $54,235 are available In CIP Account Number 33-710-662-
20094-8900-99020
Recommendation
Staff recommends that the Crty Council authorrze the CIty Manager to negotiate and
execute an amendment to the Agreement with Converse Environmental West to
complete remediation activities at the Airport Administration Building In an amount not
to exceed $54,235
