Introduction
ThIs report concerns an award of bid to furnish and deliver one (1) new tractor drawn
aenal fire apparatus and for lease/purchase financing for the Fire Suppression and
Rescue DIvISIon, Fire Department, In the total amount of $648,39585, Including applicable
sales tax, and rejection of all bIds to furnish and deliver loose eqUipment for
lease/purchase financing
Backaround
In response to published Notices Inviting Bids (published February 6 and 7, 1997) to
furnish and deliver one (1) new tractor drawn aerial fire apparatus and loose eqUipment for
lease/purchase financing In accordance With City speCifications, bids were received and
publicly opened and read on March 17, 1997 Proposal forms were mailed to five vendors
and notices were advertised In accordance With City Charter and MUniCipal Code
proVISIons Two proposals were received as follows

The tractor drawn aenal fire apparatus Will replace a 38-year old aerial apparatus which IS
no longer cost effective to repair The loose eqUipment would have replaced older fire
fighting tools, extrication and rescue equipment.
Staff has evaluated the low bid for the tractor drawn aerial fire apparatus and finds that It
meets City specifications Due to the cost of the loose equipment, staff IS recommending
that all bids be rejected The department Will continue to use the eXlstmg loose equipment
and replace needed equipment Incrementally over the next two fiscal years
The purchase of thiS diesel powered vehicle IS consistent with the City'S reduced emiSSion
fuel pOlicy which excludes emergency response vehicles from being powered by a
reduced emiSSion fuel

Budget, aceo U nt number 01-730-313-20097-8900-99111, "Aenal Ladder Apparatus
Lease/Purchase" In the amount of $135,00000 ThiS amount represents the down

payment for the lease/purchase Nmety (90) days pnor to the completion/delivery of the
apparatus. request for proposals will be sent out to qualified mUnicipal leasing agencies to
request lease/purchase funding proposals for the balance due on the tractor drawn aenal
fire apparatus Staff will return to Council for award of the lease-purchase finanCing
contract
Recommendation
It IS recommended that the award of Bid #2616 be made to KME Fire Apparatus for the
tractor drawn aenal fire apparatus In the amount of $648,395 85, mcludlng applicable tax
and that all bids be rejected for the loose equipment
