INTRODUCTION
ThIS report recommends that Council approve a resolutIOn authorizing the CIty Manager to apply
for $20,000 m second year grant funds from the CalIfornia Arts Councll Local Arts EducatIOn
Partnership Program to support further development and ImplementatIOn of a pilot program. the
Santa MOnIca Arts EducatIon Project (SMAEP). by the CIty of Santa Momca Cultural AffaIrs
DIVISIon and the Santa MonicalMalibu Umfied School Dlstnct
BACKGROUND
The California Arts CouncIl Imt1ated a grantmg program m 1996 made possible by funds avaIlable
from the Arts License Plate enacted m 1995 through Senate BIll 1571 These grant funds are
avallable to local arts agenCIes m partnershIp WIth theIr local school mstncts to develop and
Implement educatIOn programs III the arts The CIty of Santa Momca Cultural AffaIrS DIVISIon m
partnersmp \\-1th the Santa MOllica-Mahbu Umfied School Dlstnct (SMMUSD) was one of twelve
agenCIes to receIve fundmg under tlns program m FY 1996-97 and IS ehglble for S20,OOO m FY
1997-98
The purpose of the Santa MOllica Arts EducatIOn Project (SMAEP) IS to create a long-range plan that
promotes the arts as an mtegral part of the core curnculum of every school In the SMMUSD b D

usmg Santa MOllIca' s wIde array of commumty arts resources The need for such a program was
identIfied m the ongmal Santa Momca Cultural Arts Master Plan updated III 1996 "The cntical
need for arts educatIOn to be consIdered an mtegral component ofa well-rounded K-12 cumculum
and as a tool to develop future arts audIences has been a pnmary concern of both the ongmal Master
Plan and Update cultural plannmg processes" The Master Plan Update approved by CIty CounCIl
In July 1996 urges the Arts ComrmssIOn's Arts EducatIOn Comminee and the SMMUSD "to create
and facIhtate arts educatlOn programs that mtegrate schools, arts orgamzatlOllS. Arts ComnussIOn.
and community volunteers" In addttlOn, III 1993 the SMMUSD conducted Its oVvn survey and
Inventory of VISUal, performmg, and hterary arts III the SMMUSD The results of the survey of arts
educatlOn programs at each school confirmed the needs delmeated m the Cultural Arts Master Plan
The Cny has subnntted a formal apphcatIOn to the Callforma Arts CounCIl for second year fundmg
In order for thIS apphcatlOn to be revIewed, a CIty CouncIl resolutIOn must be recelVed by June 1,
1997 The SMMUSD Board \\'111 conSIder a SImIlar resolutIOn on May 22, 1997 The Callforma
Arts CouncIl IS currently holding the apphcatIOn pendmg adoptIOn of the resolutlOns by the CIty
CouncIl and SMMUSD Board
DISCUSSION
Smce the CalIfornIa Arts CounCIl award announcement last October, the CIty and the SMMUSD
have worked III partnershIp to select a consultant to develop the SMAEP and \-"Ith the assIstance of
a steering c.omnurtee based on critena estabhshed by the CAC Upon completlOn, the fmal plan \\111
be reVIewed by the Arts CommISSIon and approved by the SMMUSD Board of EducatIon and the
CIty CouncIl.

If granted, second year fundmg for the Santa Momca Arts EducatIon Plan WIll support the
completIon of the plan by the Fall of 1997 and development of a pIlot program for five Santa MOllica
Schools' EdIson Elementary. Roosevelt Elementary, John Adams Middle SchooL Lmcoln Middle
School, and Santa Monica HIgh School PIlot SItes were selected by the school dIstnct
BUDGET AND FINA1\TCIAL IMPACT
ThIS grant program reqUIres grantees to match theIr CAC request with $3 00 of then own money
for every $200 of CAe money SixtY-SIX percent of the match must come from the Santa
Momca!Mahbu Umfied School DIstnct and 34% from the City of Santa Momca Cultural AffaIrs
DIVISIOn The Cultural AffaIrs DIVISIon's match requirement is $10.200 WhICh \vlll be an in-kind
match from the proposed FY 1997-98 budget as follows.

The Cultural Malrs DIVIsIOn was estabhshed m 1982 by the CIty of Santa MOllica
speCIfically to plan and unplement arts programmmg m Santa Moruca The Cultural AffaIrs
DIVISlOn IS one offive mvislOns of the CIty'S Commuruty and Cultural Semces Department
(CCS) Though the Cultural AffaIrs DIVISIon IS accountable to ecs and, ultImately, to the Santa
Maruca CIty CouncIL the CIty CounCIl has appomted a 13-member Arts ComnnsslOn that acts as
a volunteer advIsory body for the Cultural Malrs DlvlsIon The DIVIsIon carnes out Its miSSIOn
by facIhtatmg and mamtammg successful arts programs In Santa Moruca and by helpmg to create
mnovatlve new programs 10 conjUnctIOn WIth the city's commuruties, programs whIch help
ensure the illghest level of artIStiC expresslOn and appreCiatIOn

In February 1992 the DlvlSIOn engaged the servIces of AMS Plamnng and Research
consultants to formulate the first long-range Cultural Arts Master Plan for the City of Santa
Mornca Under the directIon of the Master Plan Steenng Comnuttee, the process began With a
town meetmg at whIch the pubhc was mVlted to aSSIst m settmg the agenda for the study To
formulate the ~'1aster Plan, the Cultural Affairs DlvlSlon and MIS used an extenSIve program of
pnmary market research that relied heavlly on pubhc mteractton_ mcludmg focus group
dISCUSSIOns and mtervlews WIth key leaders and surveys of arts and cultural orgamzatIOns,
programs. educators and IndIVidual artists m the area The Steenng Committee used thIs data to
develop goals for a urnfied cultural plan for the CIty The plan was approved by the Cultural
AffaIrs DIVISion and the Commuruty and Cultural ServIces Department m August 1992 The
Steenng CommIttee was reconvened In 1995 and AMS undertook a comprehenSive Update of
the ongmal Master Plan, whIch was released m July 1996
Both the ongmal Master Plan and the Update call for the commuruty to address the need
for arts educatIOn m Santa Mornca's pubhc schools "The cntlcal need for arts educatIon to be
conSIdered an Integral component of a well-rounded K -12 curnculum and as a tool to develop
future arts audIences has been a pnmary concern of both the ongmal and update cultural plamnng
proces~es " (M1S Planmng & Research, CIty of Santa Momca Culiural Arts Master Plan
Update, July 1996) The Update urges the Arts CommiSSIon Arts Educatlon Comrmttee and the
DIstnct to "determme the scope of a comprehensIve arts educatlon program and compare It WIth

In 1993 the Dlstnct conducted a survey and mventory of VIsual, Performmg, and LIterary
Arts III the Santa MomcalI\.1ahbu Umfied School Dlstnct In order that the Santa Moruca Arts
Commlsslon's Arts Education COIllffilttee have an overvIew of the Dlstnct' s arts program As
part of tlus process, admInistrators from every school In the DIStnct responded to a detalled
questIOnnaIre Circulated by the DIstnct's Office of CUrrIculum and instructIon The results of the
survey of arts educatIon programs at each school confirmed the needs delineated In the Master
Plan The survey and assessment concluded that "reflectmg the Cahforrua State VIsual and
Performmg Arts Framework . all the S~1MUSD schools would like to mclude all of the arts In
their school curncula both as dISCiplInes and mtegrated WIth other sub]ects " These needs ranged
from not enough mstruments to accommodate all the requests for musIC mstructlOn from
S~fl\HJSD elementary school students to the mclusIOn of more drama and dance classes to
"complete a full arts curnculum" In the elementary schools (Some elementary schools offer
pnvate drama and dance classes after school. all charge fees) One need that was expressed by

The 1996-97 adoptIon of a new K-8 arts cumculum to help support the gtIldehnes of the
Cahforma State VISual and Perfomnng Arts Framework and the contmuatIon of the DBAE program
both contnbuted sIgnrficantly to the VIabIlIty of the Dlstnct's arts educatIon programs However, the
survey detaIled a number of needs that are stIll unmet In the VISUal arts, rangIng from matenals and
resources to support the Dlstnct art cumculum at the elementary and mIddle school levels, to the

year. the Steenng Committee has been convened and the FacIlItator has been hIred The Comrmttee

Grant Pragrarr Monrca's Cultural Affairs DIVIsion and the Santa Monlca/Mallbu Unified

Museum Mar>age"'ent
The J Paul Gettv Trust cultural and physical environment These two agencies have done
commendable work In the past, and I am confident that as the Santa
Monica Arts Education Plan develops, It Will further establish the City as a
leader In the arts
The City and the District have been working together for the past several
years to ensure quality arts programming in the schools. The City's
Cultural Arts Master Plan notes the Importance of art In the school system
and calls for the City and Santa Monrca Arts CommiSSion to faCIlitate
linkages between community Institutions and the School Dlstnct This IS a
major goal of the Santa Monrca Arts Education Plan, one I feel Will be
hlghly- productive for both the schools and the arts organizations. I look
fOiVv'ard to seemg the final plan develop and '.vatchmg its Imp!ementatlon
over the next few years
The first year of funding for thiS project has
. advertised for, intervIewed, and hired a faCIlitator;
. done a Dlstnct-wlde needs assessment on the arts,
. begun opemng diSCUSSions regardmg the type and quality of arts
proViders needed,
. brought together art, drama, musIc and dance teachers to explore
the commonalltles and difference of their disciplines and discuss how
they can work together Within the CUrriculum and With artists and arts
organrzatlons from the community,
. begun a search for successful community models In the arts,

. brought parents together and added their Input, concerns and hopes
for a more complete arts currrculum;
. initiated a process for teachers to begin writing cntena and
evaluation forms,
. recruited advisory panel members from the local school, community,
and institutions of higher education, and
. worked with the District m forming a Fine Arts District Advisory
Committee.
I hope the California Arts Council will continue Its support of this plan with
second and thIrd year funding through the Local Arts Education Partnership
Program Grant.

delIghted to endorse the CIty of Santa Monica's Cultural Affarrs DIvision
apphcatIon to the CaMoffiIa Arts Councd on behalf of the development and
nnplementanon of a Local Arts. Education Parmership Program
Under the vIslOnary leadershIp of Mana LUIsa de Herrera, the CIty has brought
together representatIves from virtually every cultural orgamzanon In Santa Momca,
III collaboratIon with educators from the pubhc schools, to formulate a
comprehensIve plan of actIon. Draw10g upon the resources and strengths of all the
constituent groups, there IS now more coheSIOn and commurncanon between the
school rnstnct and the arts orgamzauons m our commumty Just one example IS the
establIshment of a "bus fund," assIsnng local schools and arts insotutIons WIth the
transportanon of students to museums, theaters, and studIO spaces III the CIty
WIthout the assIStance of the Cultural Affatrs DIVISIon, the cost of proVIding thIS
opponumty was simply too prohIbmve.
Scott Boberg, the Museum's Drrector of Education has been an aClIve parmer 10 thIS
program, and I am happy to report that thIS forum has enabled the Museum to
extend Its outreach efforts to schools m the local commumty The Museum has had
a longstandmg aSSOClatIon WIth Cultural AffaIrs DIVISIon, and for the past three
years the DIVISIOn has proVIded support for the Museum's "Art Partners Program,"
an educatIonal outreach program for at-nsk hIgh school students that hIghhghts the
relevance of contemporary art to everyday lIves, whIle also provIdmg them with
valuable Job skIlls and a sense of pnde and accomphshment. An exhIbmon of
record album covers deSIgned by the "An Partners" students from OlympIC HIgh
School IS currently on dIsplay at Santa Momca Place, a local shoppmg malL
Efforts to bung the dIVerse commUnItIes of Santa Momca together are best served
by mnovatIve programs like the Local Arts EducatIon PartnershIp Program that
restores arts educatIon mto the schools. The apphcal10n before you will have a
profound Impact on the qualIty of arts educatIon 10 Santa MODlca, and I applaud the
collaboratIve efforts of the CIty of Santa Momca's Cultural AffaIrs DIVISIon. Your

It has been my 81easure to observe the efforts of both the City of Santa MOnica's
Cultural Affairs IVISlon and the Santa Monica-Mahbu Unified School District to make art
and Integral element of Santa MOnica's cultural and physical environment These two
agencies have done excellent work In the past and I am confident that as the Santa
Monica Arts Education Plan develops It will further establish the City as a leader in the
arts.
The 18th Street Arts Complex has been expanding Its International Artist-in-Residence
Exchange program and now has VISiting artists exchanges With Australia, England, Ireland
and France. ReSidenCies In development are Japan, latin America and Africa. In
conjunction With our Arts Education Program, we are creating a pilot program which Will
bnng the VISiting artists to area school children to show their work, talk about their hfe In
another country and do hands on work With the children. An Important part of our program
IS to provide training for the artISts to work With children We are eager to make thiS
program available to the Santa Monica community and school system.
We are glad to see that the City'S Cultural Arts Master Plan notes the Importance of art In
the school system and specifically calls for the Santa Monica Arts CommiSSion to faCIlitate
links between community institutIons such as ours and the School District. The City and
Dlstnct have been working successfully together for the past several years putting quality
arts programming In the schools We commend their efforts and are lookmg forward to
playmg a role In this productive envIronment and that of the Santa MOnica Arts Education
Program.
It IS our hope that the California Arts CounCil Will continue their support of thiS plan with
