SUBJECT Recommendation to Award Bid to Provide Landfill for Disposal of
Household Refuse and Other Non-Recyclable Refuse, Bid #2626
Introduction
This report concerns an award of bid to provide landfill for disposal of household refuse
and other non-recyclable refuse for the Solid Waste Management DIvIsion,
Environmental and Public Works Management Department, at speCified cost per ton and
a one-year renewal option The estImated expenditure for the remainder of FY 1996/97
IS $100,000
Background
In response to published NotIces Invltmg Bids (published February 25 and 26, 1997) In
accordance With City speCificatIons, bids were received and publicly opened and read
on March 12, 1997 Proposal forms were mailed to two (2) vendors and notices were
advertised In accordance With City Charter and MUnicipal Code provIsions Two (2)
proposals were received as follows

This landfill will be used as a contingency landfill site (Monday through Saturday,
6 00 a m until closure) A contingency site IS needed because the Los Angeles County
landfill which the City uses closes as early as 11 00 a m daily when tonnage limits are
met
Bradley Landfill & Recyclmg Center has two locations, Sun Valley (26.5 miles one-way)
and Slml Valley (34 5 miles one way)
Staff needs the ability to use both faCility locations because the Slml Valley landfill
closes at 4 30 pm I compared to the Sun Valley landfill, which closes at 500 pm Staff
must conSider the closure times and travel time to the landfill
Staff has evaluated the low bId and finds that It meets City speCifications

Recommendation
