SR-6D (38) ~14fI(n oU APR 0 8 1997 CM CP BJ DR CIWMB WPD Santa MOnica, California Council Meeting Apnl 8, 1997 To Mayor and CIty CouncIl From City Staff Subject Recommendation to Adopt a Resolution Authorizing the City Manager to - Submit and Execute Used 011 Recycling and Household Hazardous Waste Grant Applications to the Callforma Integrated Waste Management Board Introduction This report recommends that the City Council adopt the attached resolution authonzlng the CIty Manager to submIt and execute Used a/I Recycling and Household Hazardous Waste Grant applications to the California Integrated Waste Management Board Background Currently, the City operates a permanent Household Hazardous Waste (HHW) collectlon faCIlity available to reSidents free of charge and to reSidents of several surrounding cities on a fee for use basIs Small businesses located In Santa MOnica may also use the faCIlity on a fee for servIce basIs In addItIon, reSIdents may place used motor 011 and filters Into appropnate containers and place them with other recyclables for curbside pickup The 011 and filters collected curbside are brought to the HHW collectIon faCility for recycling These collection programs help to ensure that HHW (Including 011) IS not Improperly disposed of In the solid waste stream or dumped In a sewer or storm drain 1 6n ~ APR 0 8 1997 DISCUSSIon The California Integrated Waste Management Board (CIWMB) offers grants to local governments to enhance eXisting programs that address the proper management of used 011 and other household hazardous waste From 1990 - 1996, the City has applied for and receIved nme such grants totaling over $247,000 These funds have been used to conduct comprehenSive Informational campaigns, to purchase all collection containers for dlstnbutlon free of charge to Santa MOnica residents, to purchase and Install new billboard-type signs for CIty trash trucks, to host a Southern Callforma Regronal Forum on Used Orl Recycling, to sponsor a fleet managers semrnar on the use of re-refmed motor 011. to develop outreach matenals for HHW management, and support the operatIon of the HHW collectIon facility The CIWMB makes grants available on a yearly basIs Each grant application must Include an approved resolution from City CounCil authOriZing submittal of the grant application and IdentifYing the IndiVidual authonzed to execute all necessary applicatIOns, contracts, agreements and amendments to carry out the objectIves speCified In the application In lieu of submitting a grant-specific resolution With each grant application, the CIWMB IS requesting that grant applicants submit a Single resolution which authOrizes all Used Motor 011 and HHW grant applications ThiS resolution would be valid for three years and resubmitted to City CounCil for renewal after that penod Adoption of the attached resolutlon Will satisfy thiS reqUirement 2 One of the specific projects which will be undertaken uSing the future grant funds IS participation by the City of Santa MOnica In a cooperative prOject with the Los Angeles County Department of Public Works to purchase media time for the promotion of used 011 recycling Santa MOnica will contribute 10% of It'S 1997, 1998, and 1999 Used 011 Recycling Block Grant Funds to thiS JOint effort Pooling funds IS the most cost effective way for JUrisdictIOns within Los Angeles County to mount an effective regIonal outreach campaign FinanCIal/Budget Impact Since the specific grant amounts will be determined by the state at a later date, It IS not possible to detail the specific budget Impacts whIch will occur The budget Impacts will be detailed to Council at the time that grant funds are awarded For Illustration purposes, In fiscal year 1995-1996, the City received $100,546 In these grant funds and In fiscal year 1996-1997, the City IS receiving $59.591 Recommendation Staff recommends that the City Council adopt the attached resolution authOriZing the City Manager to submit and execute Used 011 Recycling and Household Hazardous Waste Grant applications to the California Integrated Waste Management Board Prepared by Craig Perkins, DIrector of EPWM Brian Johnson, Environmental Coordinator Deborah 0 Raphael, Environmental Analyst Attachment Resolution 3 .. I CM CP BJ DR CIWMBRES WPD Santa Monica, Callforma Councrl Meeting April 8, 1997 RESOLUTION NUMBER 9135 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE USED OIL RECYCLING AND HOUSEHOLD HAZARDOUS WASTE GRANT APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, the people of the State of California have enacted the California 011 Recycling Enhancement Act which provides funds to cIties and counties for establishing and maintaining local used 011 collection programs that encourage recycling or appropriate disposal of used all, and WHEREAS, the Callforma Integrated Waste Management Board has been delegated the responSibility for the administration of the program Within the state, Including setting up necessary procedures governing application by cities and counties under the program, and WHEREAS, the applicant Will enter Into an agreement With the State of Callforma for the Implementation of a used 011 collectIon program, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa MOnica 1 AuthOrizes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California 011 Recycling Enhancement Act and all available HHW grants under the California Integrated Waste Management Act for the penod of three years from July 1, 1997 through July 1, 2000 2 AuthOrizes Santa MOnica's participation In a three year cooperative project With Los Angeles County acting In the lead capacity, authOrizes 10% of the total Used 011 Recycling Block Grant (Fifth Cycle) funds for which the City of Santa MonIca IS eligible, be approprrated by the California Integrated Waste Management Board to Los Angeles County to Implement said project, and authonzes Los Angeles County to execute all necessary applicatIons, contracts, payment requests, agreements and amendments hereto for the purposes of secunng the above mentioned grant funds and to Implement and carry out the Cooperative Project - --- - - --- ----- - ------ --- --- - - - - .. 4 3 Authorizes the City Manager to execute In the name of the CIty of Santa Monica all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of secunng grant funds and to Implement and carry out the purposes specified In the grant application 4 The City Clerk shall certify to the adoptIon of this Resolution, and thenceforth and thereafter the same shall be In full force and effect APPROVED AS TO FORM hLuL-'{,,~ MARSHA JONES MOUTRIE I City Attorney - --- . .
