SUBJECT Recommendation that the City Council Waive the Competitive Bidding
ReqUirement and Authorize the Purchasing Agent to Issue a Sole Source
Purchase Order to FurnIsh and Deliver SICD Tn-HeIght Stages (RIsers)
IntroductIon
ThIs report recommends that the CIty Council waive the competitive blddmg reqUirement
and authorize the Purchasmg Agent to Issue a sole source purchase order to furnIsh and
deliver SICO Tn-HeIght stages (Risers) for the Event FacIlities DIVISion, Community and
Cultural Service Department, m the total amount of $119,41691 Includmg applicable sales
tax
Backaround
RIsers are used to bUild stages for events such as choral and band performances, and for
speaker and IIghtmg/sound platforms
The new risers are reqUIred to replace the original wooden risers purchased when the
CIVIC Audltorrum bUilding opened In 1958 The condition of the original risers has
detenorated In the 39 years they have been used for events

Event FacIlities staff researched the available flser products by gOing to other facIlities
such as the Los Angeles Convention Center and the Arrowhead Pond seeing them set up
and talkIng to the operational staff that actually worked with them As a result of the site
VISits and research, staff Identified several cntlcal features for the new risers The most
Important feature IS the abIlity to set the same set of rrsers at three dIfferent heIghts (18"-
30" and 24"-36") ThiS versatility reduces costs by not having to purchase additional risers
and saves storage space by ordenng fewer risers Another Important feature IS the
effiCiency of set up These stages can be set up with one staff person, which reduces
labor costs Safety features mclude an over-center lock that prevents the stage from
unfoldmg while being transported, and bUilt In stage connector Jocks which Insure that the
stages will be secured when set SIca North America, Inc IS the only riser company that
has these features
Telephone calls to several other venues In California and Anzona confirmed the staff's
opinIon that the SICO risers best meet the CIVIC Auditorium's use, cost, effiCIency, safety
and storage reqUIrements
The mam advantage of the SIca system IS that the same risers can be used to set up at
different heights, fleXibility meetIng more of our chents' needs and saving money and
storage
Staff has confirmed that Sica North America, Inc is the sole source manufacturer of these
trl heIght stages (risers) They sell dIrect to the purchaser, not through dIstributors.

Ordmance Number 1743 (eCS), Section 5. paragraph 2.24.080 of the Santa MOnica
MUnicipal Code allows exception to competitive bidding when Items are purchased from a
sole source manufacturer Staff has evaluated the quotation submitted by SIca North
Amenca Inc and finds that,t meets City Specifications
