Introduction
This report concerns an award of bid to furnish and deliver one (1) 6,000 pound GNG
forklift for the Water Davis~an, Environmental and Public Works Management
Department, in the total amount of $48,279 50, including applicable sales tax
Background
In response to published Notices Inv~tmg Bids (published September 19 and 20,
1996) to furnish and delEVer one (1} fi,000 pound CNG forklift m accordance with City
specifications, bids were received and publicly opened and read on October 3, 1996
Proposal farms were mailed to two vendors and notices were advertised m
accordance with City Charter and Municipal Code provisEOns Two proposals were
received as follows

Whereas, corporate and business aircraft operators
frustrated by delays accessing LAX will search out alternative
airports and, due to its proximity to downtown Las Angeles,
Century City, and the West Side, Santa Monica Airport will hear
an inordinate burden of this relocation of turbine traffic; and
Whereas, The City of Santa Monica encourages the Los Angeles
Department of Airports to explore partnership arrangements with
other local general aviation airports such as Hawthorne, Long
Beach, and Burbank airports to absorb business and corporate jet
activity so that the Santa Monica Airport is not unduly burdened
by the overflow from LAX.
NOW THE1tEFQRE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the Los Angeles Department of Airports
include, improve, and expand Full-Service Fixed Base Operator
facilities and services far business and corporate jet aircraft,
and to investigate all possible alternatives to further
strengthen and enhance such facilities during the development of
the LAX Master Plan.
SECTION 2. The City of Santa Monica does hereby
officially request to be notified of the progress of the LAX
Master Plan and given full and timely notice of any and all
public meetings and hearings related thereto so as to keep the
citizens of the City fully informed as to the progress of the
Airport Master Plan Study.
SECTION 3. The City Clerk shall certify to the adagtion
of this Resolution, thenceforth the same shall be in full fox-ce
and effect.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA IN SUPPORT OF THE
INCLUSION OF FIXED RASE OPERATOR FACILITIES AND THE
ENHANCEMENT OF GENERAL AVIATION SERVICES
IN THE DEVELOPMENT OF THE LAS MASTER PLAN
Whereas, the City of Los Angeles is in the process of
developing a Master Plan for the Los Angeles International
Airport (LAX) that projects a virtual doubling of air traffic and
passenger traffic during the next 20 year period that will
adversely affect the quality of life for residential living
within five miles of LAX; and
Whereas, the Santa Monica Airport is already experiencing a
tremendous increase in jet aircraft activity as a direct result
of inadequate customer services and severely congested surface
and air transportation systems at LAX; and
Whereas, given the absence of identified alternatives to
accommodate the projected unconstrained growth, LAX expansion
plans appear premature, out of scale, and too intensive for the
local area and should be tempered with realistic mitigation
measures sa as not to overburden the surrounding transportation
infrastructure; and
Whereas, any increase in air traffic at LAX will likely
lengthen delays of instrument operations at Santa Monica Airport
due to an increase in air space congestion; and
Whereas, If fixed base operator facilities are diminished in
the LAX Master Plan, Santa Monica Airport will experience an
increase in corporate jet aircraft activity creating additional
noise and pollution adversely affecting the neighbors living in
Santa Monica and West Las Angeles; and

• As surface congestion escaiates, operators of corporate aircraft will begin looking
for alternatives to LAX to avoid surface delays.

Recommendation
The LAX Master Plan is a comp#icated and controversial issue which when
implemented wii! have far reaching consequences an residents m the City of Santa
Monica and increase het aircraft activity at the Santa Monica Airport Therefore, Staff
recommends that the Gity Gounc~i adopt the attached reso#utEOn to go on record
requestEng that Fixed Base Operator facilities are made an integral part of the final
Airport Master Pian, to keep the City informed as to the progress of the study, and to
authorize the Mayor to transmit the resolution on behalf of the City.

Phase I of the study was completed in January of 1996 and focused on collecting the
necessary da#a to predict the future growth of the facility Currently, LAX handles
approximately 54 million passengers and about 1 7 million tons of cargo per year The
Master Plan forecasts passenger activity increasing to 98 million nassenaers and 4 2
million tons of ear_ao annually by the year 2015
LADOA staff has now begun phase II of the study and is using the data compiled to
formulate various conceptual plans to meet the forecast demands Once these
concepts have been refined, they will hold a series of six workshops to gain additional
public input. Following the public meetings, LADOA will focus on the development of a
preferred layout plan and then begin the formal environmental impact review (EIR)
process to assess the impact of the plan on the focal environment in terms of traffic,
Horse, pollution, and other possible impacts The E!R will require additional public
hearings and is expected to take appraxima#ely 12 -18 months
Any expansion of LAX will negatively affect the quality of life in Santa Monica
• The increase in air traffic will lengthen the delays of instrument departures at Santa
Monica Airport due to air space congestion
• if fixed base operator facilities are deleted in the LAX Master Pian, Santa Mvrnca
Airport will experience an increase in corporate aircraft activity (which will include
additional jet aircraft} creating additional noise and pollution problems
• As LAX reaches maximum existing air-side capacity (i a runway capacity), delays
will increase for arriving and departing traffic Aircraft operators frustrated by delays
will search out alternative airports such as Santa Monica
