SUBJECT Award of Contract for the Repair of Damage Caused by the Earthquake and
ConstructIon of Phase J Seismic Strengthening at the Santa MOnica Main
Library
I ntrod uctlon
ThIs report recommends that the CIty Council award a contract for the repaIr of damage
caused by the Northndge earthquake and construction of Phase I seismiC strengthening
at the Santa Monica Mam Library to Alpine Construction and Electric Corporation, the
lowest responsible bidder. m the amount of $315,580
Background
FOllowmg the Northndge Earthquake of January 17, 1994, the Engineering DIvIsion began
a concerted effort to document earthquake damage and scope of work for the repair of the
Mam Library EQE (Earthquake Engmeerlng), a structural engineering firm, was hired to
perform a thorough structural analYSIS of the bUilding and to recommend construction
alternatives for the seismiC strengthenmg of the bUlldmg

The construction contract Includes Phase I of the recommended seismiC upgrades which
consIst of seismiC secunng the Library roofs to the masonry walls of the bUilding, cosmetIc
work Includes crack repairs, concrete wall repair, stone tile replacement, shelf and partItion
anchoring, glazmg. pamt. ceiling tile replacement, and replacement of damaged roof
flashmg Work IS scheduled for completion 150 days from the contractor's receipt of the
Notice to Proceed which Will be Issued In December 1996 Hours of work WIll be limited
to allow for the contmued operation of LIbrary services dunng construction
A Notice InViting Bids was publiShed on September 26 and 27, 1996 m The Outlook
Bidding documents were sent to SIX (6) woman/mlnonty-owned bUSiness enterprise
aSSOCiations Blddmg packages were requested by thirty-one (31) contractors The City
Clerk's office received thirteen (13) sealed bids, which were publicly opened and read
aloud on October 28, 1996 by the Deputy City Clerk
The bid results were as follows

The apparent low bIdder, Custom Design and ConstructIon Company, wIthdrew theIr bid
due to calculation errors In their application The lowest responsible bidder, Alpine
ConstructIon and Electrical Corporation, supplied the CIty wIth several references and all
reported that the contractor's work was satisfactory The State Contractors' License Board
venfled that the contractor's license IS current, active, and In good standmg
Budget/Financial AnalysIs
The City IS seekIng reImbursement for 100% of the earthquake- related expenditures from
the Federal Emergency Management Agency (FEMA) and the Callforma Office of
Emergency ServIces (OES) Currently, the City and FEMA are In dispute over the eligIble
scope of work regarding codes and standards In the event that full funding IS not provided
by FEMA, the City IS commItted to fundIng the unrelmbursed portIon uSIng funds preVIously
transferred to the Disaster Recovery Fund All non-earthquake-related work WIll be
financed from budgeted CIty funds ConstructIon contract costs as shown below are based

2 AuthOrize the City EngIneer to Issue any necessary change orders to complete
additional work In conformance With the Administrative Instructions on change
orders
