SUBJECT Recommendation to Authorize the City Manager to Expand the Scope of
Services with Hardy Holzman Pfeiffer Associates for the Mam Library
Master Plan and Phase I of the Main Library Remodel
Introduction
This report recommends that the CIty CounCil authOrize the City Manager to expand the
scope of contract services With Hardy Holzman Pfeiffer Associates (HHPA) to analyze
the Main Library's lighting, mechanical, and electncal system and conduct publiC
workshops as part of the Main library's master plan In an amount not to exceed forty
thousand dollars ($40,000)
Background
On May 14. 1996. the City CounCil authOrized the City Manager to negotiate and
execute a contract With HHPA for $180,000 to develop a master plan for the Main
Library The Main Library master plan Will make recommendations and prepare
cost estimates regarding Library Improvements including the layout of services,
furniture. equipment. and slgnage The anginal scope of work did not mclude analYSIS
of eXisting lighting. mechamcal and electrical systems nor the use of a faCIlitator
Recently, essential modifications to the lighting and HVAC systems rendered systems'

documentation Inaccurate In order for this master plan to be thorough, this
documentation should be updated and the systems' analysIs IS necessary to
accomplhsh this task Regarding the use of the facIlitator, soon after the master
plannmg process commenced, staff determined that the skills of expert public
facilitators were needed to lead focus groups, conduct public workshops, and prepare
display graphics To ensure continuity, staff recommends that HHPA perform the
addItional services needed

Recommendation
Staff recommends that the City Council authOrize the City Manager to expand the
scope of contract services With Hardy Holzman Pfeiffer Associates Contract No 7202
(CCS) In an amount not to exceed $40,000 for conductmg public workshops and
analYZing the lighting, mechanical, and electrical systems at the Mam library as part of
the Main Library Master Plan Development
