Englneenng Consultants In an amount not to exceed fifty nine thousand dollars ($59,000) Background On November 12. 1996, the Crty Councrl awarded a contract for the repaIr of damage caused by the Northndge Earthquake and the construction of Phase I of the seismiC strengthenmg of the Santa MOnica Mam Library to Alpme Construction & Electric Corporation In conjunction wIth the construction contract. inspection and mOnltonng of the constructIon work (s needed 1 60 , DEt 1 7 1996 ~ .... DISCUSSion . A Request for Proposals (RFP) for construction management services was Issued to three (3) prequallfled firms A committee conslstmg of the Project Manager, Englneenng Project Specialist and the City Engineer reviewed the proposals and determmed that Construction Management Inspection (eMI) was the most qualified firm based on past expenence WJth a project of thIS sIze and cost The Consultant provided the CIty with three (3) references and all references reported that the Consultant's work was satisfactory ThiS firm has been employed previously by the City with good results The State Contractors' licence Board verified that the consultant's license IS current, actIve, and In good standIng. BudgetlFrnanclallmpact The City IS seeking reimbursement for 100% of the earthquake related expenditures from the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (OES) Currently, the City and FEMA are In dispute over the eligible scope of work regarding codes and standards In the event that full funding IS not provided by FEMA, the City IS committed to funding the unrelmbursed portion uSing funds previously transferred to the Disaster Recovery Fund All non-earthauake-related work IS fmanced from budgeted City funds.
