SUBJECT Award of Contract to Construct Intenm Improvements at Virginia Avenue
Park
1 ntroductlon
This report recommends that the City Council award a contract to construct Intenm
Improvements at Vlrgmla Avenue Park to Des/Mar Construction, the lowest responsible
bidder. In the amount of $178,750
Backaround
Virginia Avenue Park. located In the south eastern part of the City, serves a diverse group
of neighborhood and community reSidents Current amenities mclude a commumty center
(the Thelma Terry Center), a storage warehouse/gym and vanous other outdoor faCIlities
Current outdoor park faCIlities Include expansive lawn areas, a children's playground, two
half and one full basketball courts, a sand volleyball court, benches, picniC faCIlities, tables,
concrete pathways and outSide restrooms There IS also a paved and fenced storage yard
An office trailer/modular bUlldmg which IS used by Police personnel IS located In the park

DISCUSSion
Through years of heavy use, several elements of the park facIlities have detenorated Tree
growth and poor Illumination result In "dark spots" at night, causing secunty concerns The
community center kitchen and restrooms have detenorated beyond repair The park lacks
storage facIlities for maintenance staff
This project Includes Instalhng new park lighting. remodehng the kitchen and restrooms,
installing a temporary maintenance storage bUilding, and other mamtenance
Improvements Park hghtlng Will be energy effiCient high-pressure sodium Units and Will
proVide proper IlluminatIOn to mcrease user safety The kitchen Will comply with apphcable
codes wIth stainless steel counters and cabmets and commercial grade equipment The
restroom Will comply With ADA requirements and Will Include new lighting, ventilation,
partitions and accessones A storage bUilding Will proVIde parking for one maintenance
vehicle. storage for mamtenance supplies and equipment. and an OSHA-required
emergency eye wash statIon.
The deSign and construction documents for the interim Improvements were prepared by
LoUIS Lelts Architect The fIrm was selected by a committee consisting of Parks and
Engineering staff after interviewing three firms that best responded to a Request for
Proposals (RFP) A separate deSign process for expansion of the park at the adjacent
PICO Cloverfleld sIte will address long-term Improvements An archItect selectIon process

for this project IS currently underway
A Notice Inviting Bids for construction of the Intenm Improvements was published on
October 3 and 4, 1996 In The Outlook, as well as In four (4) construction Journals Bid
documents were sent to SIX (6) women/mlnonty business enterprise associations (WMBE)
Bid packages were requested by eighteen (18) contractors The City Clerk's Office
received ten (10) sealed bids at the prescnbed time The bids were publicly opened and
read aloud on October 28, 1996

error was reviewed by City staff and Y Ko Construction's request to withdraw their bid was
found to be valid
The lowest responsIble bidder. Des/Mar Construction. supplied the City with several
references and all references reported that the contractor's work was satIsfactory The
State Contractors' License Board venfied that the Contractor's license IS current, active,
and In good standing

Recommendation
Staff recommends that the City Council
1 Award a contract for constructing Intenm Improvements at Vlrgmla Avenue Park to
Des/Mar Construction, the lowest responsible bidder, In the amount of $178,750,
and
2 Authorize the City Engmeer to Issue any necessary change orders to complete
additional work In conformance with the Administrative InstructIons on change
orders
