SUBJECT Recommendation to Authonze the City Manager to Negotiate and Execute
a Professional Services Contract WIth Rlos AssocIates for the PreparatIon of
Design and Construction Documents for the Renovation of Douglas Park and
Children's Play Areas In Four City Parks
INTRODUCTION
ThIs report recommends that the City Council authOrize the City Manager to negotiate and
execute a contract With Rlos Associates for the preparation of design and construction
bidding documents for the renovation of Douglas Park and children's play areas In Clover,
Manne. Joslyn. Ozone, and Douglas Parks In an amount not to exceed $195,000
BACKGROUND
Douglas Park
Douglas Park IS a four-acre recreation facIlity containing two tennis courts, a playground,
a lawn bowling green WIth a clubhouse, and a pond system With watercourse (which have
not contained water for several years) located at 24th Street and Wilshire Boulevard The
park IS used by a diverse group of residents, varying In age and Interests The park's
Irrigation system has detenorated With age and requIres continuous maintenance and the
children's play area requires Improvements to comply With the Amencans With Disability
Act (ADA) and safety standards

To fully understand the needs of park users, a walkmg tour was conducted to famlllanze
particIpants with the Issues regarding the use of the park and the eXisting conditions City
staff surveyed park users regarding their renovation preferences Meetmgs were held to
allow community members to particIpate In the development of "GUidelines" for the
renovations
For many community members, the ponds at Douglas Park create an Idyllic ambiance and
represent the IdentIty of the park MultIple attempts have been made to repaIr the eXIstIng
ponds wIth httle success Due to the extensive problems with the Irrigation system, It must
be completely reconstructed Participants also expressed Interest In expandIng the
children's play area whIch IS one of the most popular In the CIty CIrculatIon conflIcts
among current users are a major concern The pathways and concrete ponds are used
simultaneously by pedestrians, skaters, and young chIldren on wheeled toys, creating
dangerous condItions The renovatron of the park's IrrigatIon system, pond and
watercourse, chlldren's play area. and pathways proVides an opportunIty to better delineate
use and reduce Circulation conflicts
Children's Play Areas
ThiS project also Includes the renovation of the children's play areas In Manne, Clover,
Joslyn, and Ozone Parks These play envIronments are located In a number of different
settings and should reflect each park's unique nature and context as well as age
appropriate play patterns A Call for Artists has been approved by the Arts Commission

which Will Yield a list of up to ten public artists One or more will be selected to collaborate
as a key member of the deSIgn team to further the City'S commitment to the integration of
art In Its pubhc projects
SelectIon Process
A five (5) member selection committee compnsed of City staff from the EnVironmental and
Public Works Management and Commumty and Cultural Services Departments interviewed
eight (8) deSign firms Based upon the proposals, Interviews, and reference checks, staff
recommends Rlos ASSOCiates for the project Rlos ASSOCiates IS a multi-disciplinary deSign
office compnsed of architects, landscape architects. and furniture and graphic deSigners
They have extensive expenence In children's play areas, water features, landscape
arch Itecture, and In collaborating WIth public artists The firm has deSigned public parks
such as William S Hart Park In West Hollywood, child care centers With play areas for
Warner Bras, MCA/Unlversal City, and Mattei Toys, Inc , and IS currently completing a
major children's play facIlity for the U S Manne Corps at Camp Pendleton In north San
Diego County Rlos ASSOCiates proposes a deSign team With expenence and skills that
Includes Irrigation system deSign, and ponds and water course restoration Rlos
ASSOCiates Will be pertormlng the follOWing deSign work path renovation, pond
reconstructIon and replacement of the Irrigation system at Douglas Park, site analYSIS,
faCIlitation of community meetmgs, selection and deSign of play equipment, and,
refinement of cost estimates at all five parks
