SUBJECT Recommendation to set a Public Hearing to establish an Underground Utility
District at Main Street, between PICO Boulevard and Hollister Avenue
INTRODUCTION
This report recommends that City CouncIl schedule a public heanng for January 28, 1997,
to consider a new Underground UtIlity DIstrict ("District") where the electnc, telephone and
cable TV lines wIll be placed underground The new District would be established along
Main Street, between PICO Blvd and Hollister Ave (1900 - 2401 Main Street), and Includes
properties on connecting streets being served from the Main Street lines
BACKGROUND
California Public Utility regulatlon, Rule 20A Section 8209, specifies that each utility company
must allocate two percent of ItS gross revenues for use In placing aenal facIlities
underground The facIlities Include electncalllnes, telelphone lines and/or cable TV lines
The regulations specify locations or conditions where facilities may be undergrounded uSing
designated utility company funds and require that one or more of the following locations or
conditions be met 1} areas adjacent to a public use area such as a park, CIVIC Center or
school, 2) artenal streets used by the community at large, or 3) locations where there are
unusually heavy concentrations of wires and adjacent to an electncal substation or other

facIlity whIch causes significant Interference with lV and radIo reception In nearby
residences
MuniCipal Code No 752020 (CCS) sets forth the procedure by which CltyCouncl1 may call
for a publiC heanng to ascertain whether the public necessity, health, safety, or welfare
reqUires the removal of poles, overhead wires, and assOCiated overhead structures Within
deSignated areas of the City and the underground Installation of wires and faCIlities for
supplYing electnc, communication, or similar or assOCiated service
City staff, along With Southern California Edison ("Edison") representatives, have determined
that the recommended District qualifies for Rule 20A funding City and Edison staff have also
determined that such undergroundlng can be accomplished Within the calendar 1998 City
allocation from the Edison Rule 20A program
On a parallel effort, City staff has been working With the Main Street merchants. residents,
and property owners to establish a Streetscape Improvement Plan for the economic benefit
of the Main Street area Originally scheduled to be presented to City CounCil on May 14,
1996, consideration of thiS Plan was postponed In order to aSSimilate results of a Main Street
parkIng study currently being conducted City staff anticipates that the Main Street
Streetscape Improvement Plan Will return to City CounCil for conSideration In early 1997

DISCUSSION
On June 15, 1993, the City Council established a section of Olympic Blvd as an
Underground Utility Dlstnct The Olympic Blvd project IS expected to absorb the City's Rule
20a program funding through 1997, however, from 1998 on the funds are otherwise
unencumbered
The purpose of pursuing MaIn Street utility undergroundlng at this tIme IS to take Into
consideration the long lead time required for Edison to prepare for construction and to
coordinate the utility construction work with the anticipated Streetscape Improvement Plan
ThiS would reduce visual blight and bnng a significant new enhancement to the affected
portion of Main Street It would allow for a complete system connection to the more
econom Ically successful section of Main Street In which there are no overhead utilities It
would also help strategically to connect the North end of the Main Street commercial dlstnct
to the CIVIC Center area, the Ocean Avenue/Plco area hotels, and the revitalized Pier
Completion by Edison of the deSign and englneenng work for the proposed Dlstnct IS
anticipated by December, 1997 It IS projected that the construction phase of the project can
be coordinated With the construction phase of the proposed Main Street Streetscape
Improvement Plan
ThiS proposed Utility Dlstnct work WIll Include underground service from the property line
to the eXIsting electncal panels or meters In the bUildings Within the District Property owners

will pay only for connections and conversion of electncal, telephone, and cable TV services
to the new underground system These costs are anticipated to be nominal, unless the
electrical panels or meters are not In compliance with code, In which case property owners
will be requIred to upgrade those fixtures
City staff has notified aU property owners within the proposed Underground Utility Dlstnct In
wntlng, and In most cases, by phone, In order to explain the undergroundlng project and give
them an opportunity to evaluate potential costs
Although 33 parcels are Involved, Southern California Edison has notified us that at present
only ten parcels Will require conversion of their service from overhead to underground
Response from the affected property owners has, for the most part, been favorable One
property owner With an older bUilding has advised City staff she IS opposed
All affected property owners Will be notified In writing of the scheduled public hearing and
theIr potentIal costs and responsibilities per eXisting City ordinance
BUDGET/FINANCIAL IMPACT
There IS no budget or financial Impact to the City as a result of the establishment of thIS
Underground Utility District The proposed undergroundlng of utilities will be funded by the
utIlity companies With affected property owners paYing for their service connection

RECOMMENDATIONS
It IS recommended that City Council set a public heanng for January 28, 1997 to consider
a Resolution establishing a new Underground Utility Dlstnct along Main Street and requlnng
undergroundlng of the utilities In such Dlstnct, which IS defined as being between PICO
Boulevard and Hollister Ave (1900 - 2401 Main Street) and properties on connectmg streets
being served from the Main Street lines
